MEMORANDUM
TO: Honorable Mayor and Members of the Common Council
FROM: Peggy Steeno, Finance Director
DATE: April 23, 2013
RE: Fisk Gallup Trust Fund Disbursement
BACKGROUND
Council is being asked to approve a resolution to support the annual disbursement of funds from the
Almeda Fisk Gallup Trust Fund to the City to be utilized by the Senior Services Division to provide non-
emergency health services to individuals and/or families not receiving medical assistance whose income
falls within established federal guidelines.
The Almeda Fisk Gallup Trust Fund was created with $75,000 willed to the City in 1928 to be used for
the purpose of furnishing non - emergency medical services to the citizens of Oshkosh. Annually the City
requests disbursement of the previous year's income to the City. This disbursement varies from year to
year based on how well the investments have done the previous year. If at the end of the year there is
money remaining in the account that surplus income is required to be returned to the account to be added
back to the principal of said trust.
ANALYSIS
This is an annual request for disbursement that allows the Senior Services Division to provide assistance
to citizens that meet established income guidelines to receive health services. These services include, but
are not limited to, such things as health assessments or screenings, limited diagnostic services, dental
services, prescription and/or nonprescription medications, and corrective eyeglasses.
FISCAL IMPACT
The activities that are proposed to be undertaken will enable the Division to offer citizens health services
that would not normally be available through the regular budgetary process. As such, there is no direct
impact to the City Budget.
RECOMMENDATION
Staff recommends that Council authorize this resolution to disburse the funds as outlined.

Peggy Steeno
Finance Director
