PURPOSE: APPROVE PURCHASE OF VEHICLES FOR POLICE DEPARTMENT
FROM EWALD’S FORD ($164,194.00)
INITIATED BY: PURCHASING DEPARTMENT
WHEREAS, the Police Department has determined a need to purchase new
vehicles which include: two Ford Interceptor Sedans, three Ford Interceptor Utility
Vehicles, and two Ford Fusions; and
WHEREAS, by participating through the State of Wisconsin Cooperative Purchase
program, staff was able to obtain a more competitive price; and
WHEREAS, section 12-15 of the City of Oshkosh Municipal Code provides that
purchases may be done without the use of formal sealed quotations or bids pursuant to a
contract with any other local, state or federal governmental unit or agency; and
WHEREAS, Ewald’s Ford holds the State of Wisconsin’s Department of
Administration contract for Law Enforcement Vehicles.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed pursuant to
Section 12-15 of the Oshkosh Municipal Code to purchase the above mentioned vehicles
from:

Total: $164,194.00
BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to enter into an appropriate agreement for the purpose of same. Money for
this purpose is hereby appropriated from:

RE: Approve Purchase Pursuant to State of Wisconsin Cooperative Purchase for
Police Vehicles-Police Department($164,194)
BACKGROUND
In the 2013 Police Department operating budget the Common Council allocated of$183,800 for
the purchase of police vehicles. The Police Department has determined the following vehicles
models will address this year's needs: two Ford Interceptor Sedans (Patrol Division); three Ford
Interceptor Utility Vehicles (Patrol Division); and two Ford Fusions (Administrative Services
Bureau-Training Division).
ANALYSIS
Purchasing has determined that Ewald's Hartford Ford holds the State of Wisconsin Department
of Administration contract (#15-07006-201) for Law Enforcement Vehicles. The state contract
price for these 7 vehicles is $164,194. The state contract does not offer a CNG option for these
models.
FISCAL IMPACT
Funding for this purchase is included in the 2013 Police Department operating budget. Funding
would be charged to A/N#: 100-0211-7210-00000.
RECOMMENDATION
Section 12-15 of the Municipal Code provides that subject to approval of the City Manager,
cooperative purchases pursuant to a contract with any other local, state or federal governmental
unit or agency may be made without following a competitive bidding or quotation process. In
accordance with Section 12-15 of the Municipal Code and with approval by the City Manager,
Purchasing recommends the Common Council approve this purchase pursuant to the State of
Wisconsin Cooperative Purchase for Law Enforcement Vehicles for seven vehicles for the Police
Depai tment to Ewald's Hartford Ford for$164,194.
