O.IHKQIH ON THE WATER TO: Honorable Mayor and Members of the Common Council FROM: Darryn Burich Director of Planning Services DATE: April 4, 2013 RE: Approve Planned Development for Signage at the Premier Waterfront Hotel / 1 North Main Street (Plan Commission recommends approval) BACKGROUND The 1.15 acre parcel is located at the southwest corner of North Main Street and Ceape Avenue and is connected to a parking structure on the west and the Oshkosh Convention Center across North Main Street to the east. The parcel contains the former City Center Hotel currently under redevelopment as the Oshkosh Premier Waterfront Hotel. ANALYSIS The Oshkosh Premier Waterfront Hotel is a 176 room hotel with ballroom, meeting rooms, fitness center, pool and restaurant. As part of its rehabilitation, the owners propose to remove and replace signage from the building as part of their development plan. The site's previous and existing signage included 600 square feet of building mounted signage on the walls, carports, and riverfront canopy. The applicant is proposing to remove existing signs and replace them with 150 square feet of wall and canopy signs as well as one seven foot tall ground mounted monument sign at the corner of North Main Street and Ceape Avenue. The modification in signage will result in a reduction of the number of wall signs by two and reduced signage area by 230 square feet with ground signage increased with the inclusion of the new monument sign with an overall area of 110 square feet. FISCAL IMPACT None anticipated. RECOMMENDATION The Plan Commission approved of this request at its April 2, 2013 meeting. Approved, City Manager ITEM: DEVELOPMENT PLAN REVIEW FOR A SIGNAGE PACKAGE FOR THE PREMIER WATERFRONT HOTEL/GROUND ROUND RESTAURANT AT 1 NORTH MAIN STREET (SOUTHWEST CORNER OF NORTH MAIN STREET AND CEAPE AVENUE) Plan Commission meeting of April 2, 2013 GENERAL INFORMATION Applicant: Hoffman Planning,Design and Construction Owner: Oshkosh Investors,LLC Actions Requested: The petitioner requests development plan approval of a signage package for the Premier Waterfront Hotel associated with the rehabilitation of the former City Center Hotel. Applicable Ordinance Provisions: Hotels are a permitted use within the C-3 DO Central Commercial District with Downtown Overlay and the site is governed by a Planned Development Overlay District,requiring Development Plan approval for alterations to the development. Criteria and guidelines for the establishment and/or amendment of a PD Overlay District are located in Section 30-33 of the Zoning Ordinance. As part of the rehabilitation,the owners propose to remove and replace signage from the building. Because the hotel is located in a Planned Development Overlay District,the owners are bringing forward a signage package to be reviewed and approved as a part of their development plan. The site,as historically signed, included approximately 600 square feet of building mounted signage including multiple signs on top of the building walls near the roof, signs on the carports, on a riverfront canopy, and other lower lying wall signs. The applicant is proposing to remove existing signs on the structure and replace them with approximately 150 square feet of wall and canopy signs as well as one seven foot tall ground mounted monument sign as depicted in the application material(see exhibits-site plan, sign plans and photos) and reference in the table below. Ground signage will be increased with the inclusion of one new seven foot tall monument sign at the corner of North Main Street and Ceape Avenue with an overall sign area of 110 square feet(both sides). Staff believes that the quantity of signage proposed for the subject site is extremely modest and feels that the proposed styles are cohesive and will act as identification and way finder signage to help direct visitors to the facility. RECOMMENDATION/CONDITIONS Staff recommends approval of the Development Plan signage package with the following condition: 1. Base standard modification to permit signage/logos on the face of the awnings. The Plan Commission approved of the planned development as requested with conditions noted. The following is the Plan Commission's discussion on this item. Item —I North Main.-HotelSignage PD 2 Mr. Buck presented the item and reviewed the site and surrounding area. He stated that the request was part of the hotel rehabilitation project as signage was being removed and replaced. He further stated that the past and existing signage on the hotel totaled 600 square feet and the replacement signage proposed would be 260 square feet. He reviewed the proposed new signage and stated that it met code requirements other than the canopy signage and expressed that staff believed it was a minimal amount of signage for the site. He also reviewed the conditions recommended for this request. A representative of the hotel was present and stated that the signage was reduced overall and he felt it was very tasteful and offered to answer any questions Commissioners may have about the request. There was no discussion on this item. Motion by Propp to approve a planned development for a signage package for the Premier Waterfront Hotel/Ground Round restaurant at 1 N. Main Street with the following conditions: 1. Base standard modification to permit signage/logos on the face of the awnings. Seconded by Cummings. Motion carried 6-0.
