PURPOSE: GRANT PRIVILEGE IN STREET TO UW-OSHKOSH FOR
UNDERGROUND PIPING AND STEAM PITS IN HIGH
AVENUE AND OSCEOLA STREET RIGHT-OF-WAYS
INITIATED BY: UNIVERSITY OF WISCONSIN –OSHKOSH
PLAN COMMISSION RECOMMENDATION: Approved w/conditions
WHEREAS, the University of Wisconsin-Oshkosh requests the Common Council
grant a privilege in street to the University and its contractors as may be required for
installation of two separate underground steam and condensate pipe crossings across
Osceola Street and new steam pits in High Avenue and Osceola Street; and
WHEREAS, Section 66.0425, Wis. Stats., provides for the granting of a privilege
in a right-of-way; and
WHEREAS, the Plan Commission has approved of this request with conditions.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed to grant the
University of Wisconsin-Oshkosh and its contractors, a privilege in street for installation
of two separate underground steam and condensate pipe crossings across Osceola
Street and new steam pits in High Avenue and Osceola Street, per the attached,
contingent upon the following:
1) Placement of the underground piping and steam pits shall be coordinated with
the Department of Public Works to prevent conflicts with existing underground
utilities.
2) The underground piping and steam pits be installed in a manner that is approved
by the Department of Public Works with no modification or changes in
construction procedure without prior approval by the City.
3) If no longer needed, the underground piping and steam pits be properly
abandoned and removed in accordance with City standards and under the
direction of the Department of Public Works.
4) Any problem which may arise as a result of the placement of the underground
piping and steam pits be the responsibility of the petitioner/contractors to correct
in coordination with the Department of Public Works.

5) All appropriate permits be obtained prior to the start of placement of the
underground piping and steam pits.
6) The underground piping and steam pits be modified or removed immediately
upon the request of the City.
7) The petitioner and contractors secure and submit to the City Clerk a separate
insurance policy which names the City as an additional insured with a minimum
coverage of$200,000 per person and $500,000 in general aggregate.
8) It is the responsibility of the petitioner/owner to file in a timely manner a new
insurance certificate with the City Clerk upon expiration of an existing certificate.
Failure to do so will result in the revocation of the privilege in street upon 10 days
notice.
9) The petitioner/owner and contractors execute hold harmless agreements with the
City.
10) The facility be part of and documented with Digger's Hotline system.

BACKGROUND
Ayres Associates and University of Wisconsin System Board of Regents requests a privilege
in the street permit to install two underground steam and condensate pipes across Osceola
Street at two separate locations and four new steam pits that partially encroach into the right-
of-way (three along High Avenue, one along Osceola Street). The proposed projects are
located at the southwesterly corner of High Avenue and Osceola Street adjacent to the
University parking ramp. The subject site lies within the University of Wisconsin Oshkosh
Campus with exclusive University facilities surrounding the project location.
ANALYSIS
The University of Wisconsin Oshkosh is proposing to replace a concrete box conduit
containing steam and condensate return lines with a direct-bury steam and condensate return
piping system. This particular system will serve as a backup system for the southern area of
the Oshkosh Campus as the current system is severely deteriorated and nonfunctional. The
project will require two pipe crossings across Osceola Street and installation of up to five
steam pits, four of which will encroach into the public right-of-way. The Department of Public
Works has reviewed and recommends approval of the privilege request with the final design
to be coordinated and approved by the Department of Public Works to avoid conflicts with
existing underground utilities.
FISCAL IMPACT
None anticipated.
RECOMMENDATION
The Plan Commission approved of this request at its April 2, 2013 meeting.

GENERAL INFORMATION

Action Requested:
Ayres Associates & Board of Regents, University of Wisconsin System requests a privilege in the
street permit to install two separate underground steam and condensate piping across Osceola

Property Location and Type:
The proposed project is located at the southwesterly corner of High Avenue and Osceola Street
adjacent to the University parking ramp. The subject site lies within the University of Wisconsin
Oshkosh Campus with exclusive University facilities surrounding the project location.
ANALYSIS

Staff recommends approval of the privilege in street request subject to the following conditions:

of Public Works to prevent conflicts with existing underground utilities.
2. The underground piping and steam pits are installed in a manner that is approved by the
Department of Public Works with no modification or changes in construction procedure
without prior approval by the Department of Public Works.
3. If no longer needed, the underground piping and steam pits be properly abandoned and
removed in accordance with City standards and under the direction of the Department of Public
Works.
4. Any problem that may arise as a result of placement of the underground piping and steam pits

The Plan Commission approved of the granting of the privilege in street as requested with
conditions noted. The following is the Plan Commission's discussion on this item.
Mr.Nau presented the item and discussed the site plan and explained the reasoning for the
privilege in street request. He discussed the locations of the privilege in the street and stated that
the request had been reviewed by the Department of Public Works and the installation will be
coordinated with them to ensure there will be no conflicts with existing underground utilities. He
also reviewed the conditions recommended for this request.
Mr. Bowen questioned if there would be anything located above grade.
Mr. Nau responded negatively.
Motion by Nollenberger to approve the granting of a privilege in the street at the southwesterly
corner of High Avenue and Osceola Street with the following conditions:
1. Placement of the underground piping and steam pits shall be coordinated with the Department
of Public Works to prevent conflicts with existing underground utilities.
2. The underground piping and steam pits are installed in a manner that is approved by the
Department of Public Works with no modification or changes in construction procedure
without prior approval by the Department of Public Works.
3. If no longer needed, the underground piping and steam pits be properly abandoned and
removed in accordance with City standards and under the direction of the Department of
Public Works.

Project Description
This project replaces a concrete box conduit containing steam and condensate return lines with
a direct-bury steam and condensate return piping system. This steam facility serves as a
backup steam loop to all buildings on the southern portion of the UW-Oshkosh Campus. The
current system was not properly waterproofed for the high groundwater table within the area
and is severely deteriorated and currently out of service. The existing box conduit and steam
facilities are located within City Right of Way underneath the sidewalk on the southwest side of
High Avenue. At the direction of the City of Oshkosh Engineering Department the facilities will
not require complete removal and will be abandoned in place. The new direct-bury system will
relocate the utility within UW right of way to the maximum extent possible while providing a
more watertight system to deter any future deterioration of the facilities caused by groundwater.
The project will also replace and add cast-in-place concrete steam pits as necessary. As a
result the project will eliminate the steam conduit groundwater flooding issue and allow this line
to be returned to service.
Proposed Utility System Description
The new system includes approximately 450 feet of new 8" high pressure steam and 4" pumped
condensate piping within a direct-bury piping system. The system utilizes two dual walled piping
systems, one for the steam piping and one for the condensate piping. Both the steam and
condensate pipe are surrounded by insulating materials and placed within a carrier pipe. The
direct-bury piping system offers a better system to prevent groundwater from damaging the
steam facilities.
A maximum of five (5) new cast-in-place steam pits will be installed along the proposed route to
replace the existing deteriorated pits as well as to reroute the steam facilities onto UW Oshkosh
property when possible. A "maximum" is specified as some pits are being replaced as alternate
bids for the project. Unlike the existing system, the new steam pits will be waterproofed properly
to deter any adverse effects from the high groundwater table in the area.
Schedule
The project schedule has the following milestone dates:
Bid Opening: 04/2013
Construction Start: 06/2013
Substantial Completion: 10/2013
Project Close Out: 06/2014
Site Description
The project site is located on the south side of the UW-Oshkosh Campus, directly adjacent to
High Avenue on the southwest side of the street. The project site is located both on UW
property and City of Oshkosh property. Steam utilities will be placed on UW property between
the back of sidewalk and the UW Oshkosh's High Avenue Parking Ramp. In order to avoid
conflicts with existing underground utilities, steam facilities must be placed on City property in
the following locations: for the installation of a new steam pits at the northernmost corner of the
parking ramp, the east corner of the parking ramp, and at the southern corner of the intersection
of High Avenue and Osceola Street. Steam and condensate piping will also cross Osceola
Street in two locations. All crossings of Osceola Street will be made perpendicular to the
roadway centerline.

Adjacent Properties
The properties directly adjacent to the project are all part of the UW-Oshkosh Campus. These
buildings and facilities include Blackhawk Commons to the east and Gruenhagen Conference
Center and Department of Residence Life to the south. To the west of the site is an open turf
area and to the north of the site are tennis courts.
Access to all adjacent properties will be maintained throughout construction. When access
routes are affected, traffic control and detour signage will be provided per the Manual on
Uniform Traffic Control Device (MUTCD). All temporary access routes will be handicap
accessible.
Along High Ave. the parking lane will be utilized during construction to provide a buffer between
vehicular and bicycle traffic and the construction zone. Barricades will be provided between the
construction area, bicycle lane, and active traffic throughout construction.
The proposed traffic and pedestrian control for all areas affected by the construction is shown in
the attached traffic and pedestrian control plans on drawings C030-0032.
Effects on Adjacent Properties
The adjacent properties will only be affected during construction of the project. As the project
will begin after graduation in May 2013 and end in October 2013, minimal disturbances to the
adjacent properties are expected. Normal construction noise and increased traffic due to
construction vehicles will apply. As a high groundwater table is expected and continuous
dewatering operations may be required throughout construction. As per the project
specifications mufflers, housing, berms, and fencing will be supplied by the Contractor as
necessary to minimize noise pollution from the dewatering system operation. The Contractor will
be allowed to work between the hours of 7:00 am to 6:00 pm.
Civil Utility Connections and Relocations
Horizontal location of underground utilities has been provided through a field survey conducted
by Ayres Associates in 2012. Horizontal locations of underground utilities in the area were
provided per utility locates provided by Digger's Hotline and UW-Oshkosh staff. To obtain
vertical location of underground utilities, additional investigations have been conducted through
the use of hydro-excavation methods. Other locations of underground utilities were obtained
through the use of record drawings as provided by the City of Oshkosh Engineering Department
and UW Oshkosh.
Based on data obtained using the sources described above, no utility relocations are anticipated
at this time. At utility crossings the Contractor will support any existing utilities over the
excavations.
Restoration/Landscaping
Disturbances and restoration of the project will be limited to only the areas required to install the
steam facilities. Total land disturbance and restoration for the project is approximately 0.51
acres. Restoration involves new seeding and topsoil, concrete sidewalk, concrete pavements,
asphalt roadway, curb and gutter, and various shrub plantings. Within City Right of Way the site
will ultimately be returned to preconstruction conditions with the exception that the location of
the access/vent shaft of pit A9a will be changed.
