HomeMy WebLinkAbout04. 13-164 APRIL 9, 2013 13-164 RESOLUTION (CARRIED___6-0 ____LOST_______LAID OVER________WITHDRAWN______) PURPOSE: AUTHORIZE SUBMITTAL OF STEWARDSHIP GRANT APPLICATION FOR RIVERWALK EXTENSION ON SOUTH SHORE OF FOX RIVER – PORTIONS OF JELD-WEN & SWEETWATER AREAS INTIATED BY: COMMUNITY DEVELOPMENT WHEREAS, the City of Oshkosh is interested in developing lands for public outdoor recreation purposes; and WHEREAS, financial aid is required to carry out the project; and WHEREAS, the City of Oshkosh has budgeted funds to complete said project. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the City will comply with State or Federal rules for the programs to the general public during reasonable hours consistent with the type of facility; and will obtain from the Wisconsin Department of Natural Resources or the National Park Service approval in writing before any change is made in the use of the project site. BE IT FURTHER RESOLVED that the City of Oshkosh hereby authorizes Allen Davis, Community Development Director, to act on behalf of the City to: 1) Submit an application to the State of Wisconsin Department of Natural Resources for any financial aid that may be available. 2) Submit reimbursement claims along with necessary supporting documentation within 6 months of project completion date. 3) Submit signed documents. 4) Take necessary action to undertake, direct and complete the approved project. OfHKOJH ON THE WATER TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis Community Development Director DATE: April 4, 2013 RE: Submittal of Stewardship Grant Application for Riverwalk Extension on South Shore of Fox River— Portions of Jeld-Wen and Sweetwater Areas BACKGROUND/ANALYSIS The City of Oshkosh is continuing the construction of the riverwalk on the south shore of the Fox River. The construction schedule for the next riverwalk segments depend on a number of factors. Grant availability, property owner willingness to provide access, and permitting from State and Federal agencies all play a significant role in the timing of the construction. The Sweetwater segment, which includes portions of the Jeld-Wen property on the west and east sides of Oregon Street, The Boat Yard restaurant and the Sweetwater Marine properties, could be constructed in 2014 —2015, depending on grant funding, ownership, and permitting. The City has developed a concept for the riverwalk in this section and has met with the owners and received tentative approval. AECOM is working on the preliminary design to obtain necessary State and Federal permits, as well as determine how much riverfront area is needed for the riverwalk improvements through the private property. Once that has been determined, staff will meet with the property owners to discuss options for either a permanent easement through their property or donating the land to the City, as was the case with the riverwalk improvements in front of City Center Office Complex and the Premier Waterfront Hotel. To help offset the cost of riverwalk improvements, staff would like to apply for a Stewardship Grant through the Wisconsin Department of Natural Resources. If awarded, this grant would help offset costs associated with development of the trail/riverwalk, shoreline improvements like seawalls and rip rap, landscaping, fences and lighting for protection of users. FISCAL IMPACT The City's matching funds will come from remaining funds in the 2013 Capital Improvement Program allocated for TIF #20 South Shore Redevelopment riverwalk improvements, as well as budgeted in the 2014-2015 Capital Improvement programs. RECOMMENDATION The City Council approves submitting the grant application. Approved, o R I / City Manager
