RE: Engineering Services Agreement for Construction Materials Testing for Various
2013 Capital Improvement Program (CIP) Projects /
Midwest Engineering Services, Inc. (MES) ($74,450)
The Department of Public Works requested proposals from several consulting firms to provide
construction testing services for the 2013 CIP. These services include compaction testing of
utility trenches, aggregate road base, and asphalt pavement.
After a careful and thorough review of all aspects of the proposals, MES was chosen to perform
the services. The work associated with this agreement is anticipated to be complete by the fall
of 2013. The cost of these services is estimated not to exceed $74,450, and will be split among
the Storm Water, Water Main, Sanitary Sewer, and the Street Paving sections of the CIP.
Funding is available in all four accounts.
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of
a specialized nature, including engineering services, may be procured without the use of formal,
sealed quotes. I have reviewed this proposal and in accordance with Section 12-16 of the
Code, I am hereby recommending that the Common Council approve this agreement.
