PURPOSE: APPROVAL OF ENGINEERING SERVICES AGREEMENT FOR
DEVELOPMENT OF WASTEWATER COLLECTION SYSTEM
SEWER EVALUATION-CAPACITY ASSURANCE PLAN (SECAP)
AND CAPACITY-MANAGEMENT-OPERATIONS-MAINTENANCE
(CMOM) PROGRAM / CH2M HILL ENGINEERS, INC. ($150,000.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with CH2M HILL Engineers,
Inc. for development of a final report and implementation plan for both the SECAP and
CMOM programs previously developed by CH2M HILL in the amount of one hundred fifty
thousand dollars ($150,000.00)

RE: Engineering Services Agreement for Development of Wastewater Collection System
Sewer Evaluation-Capacity Assurance Plan (SECAP) and Capacity-Management-
Operations-Maintenance (CMOM) Program / CH2M HILL ($150,000)
BACKGROUND
This is a continuation of the work plan started in 2012 to develop a final report and implementation plan
for both the SECAP and CMOM programs for the wastewater collection system. The SECAP tasks will
use the collection system hydraulic model previously developed by CH2M HILL. This model will identify
how the collection system operates under current flow conditions and how the system will react to various
wet weather events. Based on the model data, the following potential solutions can be evaluated:
• Locations for potential inflow and infiltration removal
• Installation of relief pipe gravity main
• Addition of real-time flow controls
• Installation of parallel force main
• Pipeline replacement
• Lift station capacity expansion
• Satellite equalization storage with reduced gravity main or lift station installation
• Increased capacity through trenchless pipeline renewal and rehabilitation
The recommendations indentified in the SECAP analysis will be integrated into the CMOM program
template that has been developed by CH2M HILL.
ANALYSIS
CH2M HILL recently completed work in developing the SECAP hydraulic model and the CMOM program
template, which will be used for this project.
FISCAL IMPACT
This agreement is for $150,000. Funds are available in the Property Improvement Section (Wastewater
Utility Funds) of the 2013 Capital Improvement Program.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be procured without the use of formal sealed
quotes. I have reviewed the CH2M HILL proposal and in accordance with Section 12-16 of the Code, I am
hereby recommending that the Common Council approve this engineering services agreement.
