PURPOSE: APPROVAL OF ENGINEERING SERVICES AGREEMENT FOR
DESIGN OF NORTH MAIN STREET FROM NEW YORK AVENUE
TO MURDOCK AVENUE / MCMAHON ENGINEERS-ARCHITECTS
($221,500.00)

BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with McMahon Engineers-
Architects for the design and preparation of construction documents for the urban
reconstruction of North Main Street (Highway 45) from New York Avenue to Murdock
Avenue in the amount of two hundred twenty-one thousand five hundred dollars
($221,500.00)

RE: Engineering Services Agreement for Design and Preparation of Construction Documents for
the Urban Reconstruction of North Main Street(from New York Avenue to Murdock Avenue)/
McMahon Group (McMahon) ($221,500)
BACKGROUND
The Department of Public Works requested proposals for the design and preparation of construction
documents for the urban reconstruction of North Main Street (Highway 45) from New York Avenue to
Murdock Avenue. The terms of the State/Municipal Agreement state that the City is responsible for 100%
of the design cost, while a portion of the construction will be funded through the Federal/State
Transportation fund program. The plans and specifications must be prepared in compliance with the
Wisconsin Department of Transportation's (WDOT) standards and specifications.
ANALYSIS
Engineering staff requested proposals from seven different engineering firms. After careful review of the
five returned proposals, McMahon was selected based on several factors. First, their proposed team has
the experience necessary in WDOT designs. They are also familiar with the City of Oshkosh standards
from working on several recent construction projects for the WDOT within the City. Finally, their
compensation package, although not the lowest priced, allowed them to be of best value to the City.
FISCAL IMPACT
The cost of the proposal selected is $221,500. Funds for this project are included in the Street, Storm
Sewer, Sanitary Sewer, and Water Main sections of the 2013 Capital Improvement Program (CIP).
$217,000 was budgeted in the CIP. Adequate funds exist within other projects to cover the difference.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be procured without the use of formal, sealed
quotes. I have reviewed the proposal and in accordance with Section 12-16 of the Code, I am hereby
recommending that the Common Council approve this agreement.
