PURPOSE: APPROVE PURCHASE FOR CENTRIFUGE RECONDITIONING
AND UPGRADE SERVICES FOR WASTEWATER TREATMENT
PLANT TO ALFA LAVAL, INC. ($424,709.00)
INITIATED BY: PURCHASING DEPARTMENT
WHEREAS, the Wastewater Treatment Plant has two centrifuges that were installed
in 1996 for the purpose of dewatering treated biosolids; and
WHEREAS, the drives and controls have become outdated and are in need of
replacement and service; and
WHEREAS, Alfa Laval is the original equipment manufacturer of these systems; and
WHEREAS, many of the major system components are of a proprietary nature and
replacement parts can only be obtained from Alfa Laval.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed pursuant to
Section 12-11 of the Oshkosh Municipal Code to purchase reconditioning and upgrade
services for the Wastewater Treatment Plant Centrifuges.

BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to enter into an appropriate agreement for the purpose of same. Money for
this purpose is hereby appropriated from:

RE: Approve Purchase of Reconditioning and Upgrade Services for
Wastewater Treatment Plant Centrifuges Pursuant to Standardization
Exception (Chapter 12-11).
BACKGROUND
The Wastewater Treatment Plant has two centrifuges that were installed in 1996 for the
purpose of dewatering treated biosolids. The dewatered biosolids are applied to
agricultural fields as fertilizer in accordance with the requirements and approval of the
Wisconsin Department of Natural Resources. This project includes the rebuilding of the
centrifuges by Alfa Laval, the original equipment manufacturer, and also includes the
replacement of the drives and controls. These drives and controls have become outdated,
which has created a difficulty in obtaining parts and service. The services provided by
Alfa Laval include replacement drives and controls, inspection and reconditioning of the
centrifuges at the Alfa Laval factory, documentation of repairs, start up and technical
assistance, and operator training on the new equipment. CH2M Hill will provide
engineering oversight to this project.
ANALYSIS
Many of the major system components of the centrifuge are of a proprietary nature and
replacement parts can only be obtained from Alfa Laval. Alfa Laval's expertise with its
equipment and familiarity with the installation at the Wastewater Treatment plant will
assist them with providing efficient use of resources in the completion of the project. It is
anticipated that this project will extend the life of this equipment for another 15 years.
The City Manager has approved this purchase of these services for this project.
FISCAL IMPACT
This project will include the following lump sum services: centrifuge upgrade
($330,109); centrifuge disassemble, cleaning, inspection and tune up ($64,600); and
allowance for additional work ($30,000) for total fiscal impact of $424,709. The
Common Council allocated $600,000 in the 2012 Major Equipment Replacement CIP
and funding would be charged to A/N#: 551-1910-1799-00000.

RECOMMENDATION
Section 12-11 of the Municipal Code provides that subject to approval of the City
Manager, purchases may be made without following a formal competitive bidding
process when the purchase is from only one source of supply or when standardization or
compatibility is the overriding consideration. In accordance with Section 12-11 of the
Municipal Code and with approval by the City Manager, Purchasing recommends the
Common Council approve this purchase for these services to Alfa Laval for $424,709.
