($117,353.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for roof replacement at the Convention Center; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: LAUBENSTEIN, INC. PO Box 458 Cedarburg, WI 53012 Total Bid: $117,353.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. No. 323-0130-7214-06237 Property Improvement Fund – Roofing Improvements CITY HALL 215 Church Avenue P.O.Box 1130 Oshkosh,Wisconsin 5 903-1130 City of Oshkosh OJHKOIH TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: March 15, 2013 RE: Bid Award- Convention Center Roof Replacement BACKGROUND The 2011 Specialty Engineering Group (SEG) Roof Assessment Survey prioritized a roof replacement schedule for all municipal buildings. The survey recommended that roof areas 1, 3, 7 and 8 of the Convention Center be replaced in 2013. These areas had been removed from the bid package when the Convention Center was renovated in 2008, but the condition of the roof areas requires replacement at this time. The council allocated $500,000 in the 2013 Property Improvements CIP for ongoing Roofing/HVAC improvements. ANALYSIS Working in conjunction with SEG, Purchasing reviewed and prepared proposals seeking contractors for this projects. Bids were advertised in the local paper and posted online on NovusVendor. Bids were received on March 7, 2013. The bid tab is attached and includes alternate requests for roof membrane and warranty enhancements (60 mil thickness & 20 year warranty). City staff and SEG reviewed the bids and concluded the low bid from Laubenstein Roofing met the minimum bid specifications. The work is expected to begin as soon as weather permits and be completed by June 7, 2013. Work will be coordinated to minimize any impact on Convention Center activities and events. FISCAL IMPACT The bid will have a total fiscal impact of$117,353. Funding would be charged to CIP A/N #: 323-0130-7214-06237. RECOMMENDATION Purchasing recommends the Common Council award the bid to Laubenstein Roofing for $117,353. Respectfully Submitted, Approved: /‘?
