PURPOSE: AWARD BIDS FOR VARIOUS ROAD MATERIALS FOR 2013 FOR
THE STREET DIVISION TO: MICHELS MATERIALS, MCC, INC.,
NORTHEAST ASPHALT, INC., AND CAREW CONCRETE
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for bids for road
materials for 2013; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following
are the most advantageous bids:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Bid Award-Road Materials
BACKGROUND
Each year the Street Division seeks vendors to provide materials used in road repairs. These
materials include concrete, cement, stones and asphalt mix.
ANALYSIS
Working in conjunction with the Street Division, Purchasing reviewed and prepared proposals
seeking vendors for road materials. Bid requests were sent to vendors who have bid in previous
years. In addition the bids were advertised in the local paper. Bids were received March 8, 2013.
The bid tab is attached. As the majority of crushed stone and hot/cold mix asphalt materials are
picked up by City trucks the estimated city pickup costs (labor time, truck maintenance
costs/mile, and fuel costs) from the Central Garage to the bidder quarry locations were factored
into the award of these categories. It should be noted that our supplier list for this commodity has
consolidated in the last year as Michels Materials has assumed ownership of the former Vulcan
Quarry on Knapp Street and 4X Concrete is no longer in business.
FISCAL IMPACT
These road materials are purchased out of the Street Division's account (100-0430-6565-00000)
with $65,000 budgeted for 2013. If any other expenditures for road materials for construction
projects are needed by other departments/divisions they are charged against their respective
stone/grave/concrete/asphalt accounts (6565) including stormwater utility, wastewater utility,
water utility, electric and parks.
RECOMMENDATION
Working with the Street Division, Purchasing reviewed the bids and is recommending the
Common Council award road material bids to the following vendors with bid amounts and
quantities more/less as shaded in gray on the attached bid tabulation: Breaker Run, Base Course,
Clear Stone and Crushed Limestone Materials- Michels Materials, Ready-Mix Concrete and #2
Slurry Mix, Hot Mix Asphalt- MCC Inc., Cold Mix SC250-Northeast Asphalt, Inc. and Portland
Cement Type 1 Bags-Carew Concrete.
