Number 119531 AECOM Project Number 60281037 From Paul Timm -AECOM Date February 13, 2013 This memorandum provides a summary of recommended additional services to the scope of work outlined in the proposal dated November 5, 2012, authorized under the City of Oshkosh (City) P.O Number 119531 for Contract 12-03: Sawyer Creek Channel Improvements. This memo summarizes the scope of work associated with the costs provided in Amendment No. 1 required to support the continued dredging of Sawyer Creek in 2013. During dredging of the sediments in 2012, sheen was observed on the creek surface east of the Sawyer Street Bridge. Subsequent sampling of the sediment in the creek indicated that portions of the sediment yet to be removed were impacted by polynuclear aromatic hydrocarbons (PAHs)and metals. A summary of AECOM's recommendations is provided in the report dated February 14, 2013. The amendment includes costs to provide support to the City for the disposal of the impacted material dredged in 2012, collect additional sediment samples necessary to determine if impacted sediment will be encountered during dredging west of North Sawyer Street bridge, provide a summary report with recommendation regarding the results of the additional sediment sampling, assistance in preparing a dredging plan, and provide support to the City during meetings with the Wisconsin Department of Natural Resources(WDNR)and the contractor. The amendment also provides for part-time on site support during the 2013 dredging, support during the disposal of the dredged material, and providing support for the discharge or disposal of dredging conveyance water. Further detail is provided below. Task 1 —Sediment Bag Removal Support in February 2013 AECOM provided (and will continue to do so)staff during the removal and disposal of the sediments (currently stored in bags to decant the water)dredged in 2012. The bags were stored at West Algoma and Bauman Parks. Responsibilities include coordination of contractor and landfilling operations, and signing disposal manifests on behalf of the City. To expedite the processing of the landfill profile acceptance applications and soil removal activities for this project, the City will delegate authority to AECOM to sign the waste profile application and transportation manifests on behalf of(acting as an agent for)the City. It is understood that the City will remain the responsible party for all final decisions regarding management and disposal of contaminated materials encountered during this project. By authorizing the amendment, the City will also be authorizing Paul F. Timm and his designees of AECOM to act as the authorized agent for the City for completion of the waste profile and transportation manifests, as needed, for the disposal of the contaminated sediment under this contract. M60281037_Amendment 1 Memo_final.docx AECOM 2 The cost estimate is based upon AECOM providing the following support: Sediment Bag Removal Cost Estimate: 200 hours for a staff Geologist/Engineer/Technician at an average of$80/hour =$16,000 12 hours for the Project Manager(Michelle Freimund) at$120/hour and 4 hours for the Program Manager(Paul Timm)at$150/hour= $2,040 6 hours for Project Administration at$60/hour=$360 Task 1 Total =$18,400 Task 2—Collection of 13 Additional Sediment Samples AECOM will collect an additional 13 sediment samples by hand auguring though the ice to the west of the Sawyer Street Bridge. Samples will be collected every 50 feet on the south side of the channel where sediment is anticipated to be the thickest concentration. The cost assumes 13 samples over a 600 foot reach of the Creek. Samples will be analyzed for Volatile Organic Compounds (VOCs) by EPA Method 8260 and for PAH's by EPA Method 8270 (SIM). Costs assume that the sampling will take four(4)days for two individuals and include one QA/QC sample. Sediment Sample Collection Labor Cost Estimate: 32 hours for an experienced sediment sampling crew(Jeff Carlson and Mark Magee)at$90/hour and 32 hours at$100/hour=$6,080 PID Meter Rental ($75/day) =$300 Sediment Sampling Equipment($125/day) =$500 Miscellaneous materials, decontamination equipment, water, gloves etc. = $520 (Project management is included in Task 1 as they will proceed concurrently). Task 2 Total =$7,400 Task 3—Analysis of 13 Additional Sediment Samples AECOM will send 13 sediment samples and one QA/QC sample to a laboratory for VOC and PAH analyses by EPA Methods 8260 and 8270(SIM) respectively. Task 3 assumes that no additional waste characterization sampling for disposal is required. Chemical Analysis Cost Estimate: Analytical 14 samples ($135/sample x 1.05 markup)= $2,000 Task 3 Total =$2,000 K:1Projects16028103711.0 PROJECT MANAGMENT11.1 CONTRACTS1M60281037_Amendment 1 Memo_final.docx AECOM 3 Task 4—Additional Sediment Sampling Report Following receipt of data from the additional sample collection, the data will be tabulated and a figure will be prepared, which includes the analytical data from all of the sampling events and a revised figure illustrating the approximate extent of impacted sediments. AECOM will work with the City and its dredging contractor to develop a dredging strategy with the intent of minimizing the mixing of impacted sediments with non-impacted material so as to reduce disposal costs. AECOM will also advise the City on planning for the disposal of the sediment conveyance water. Additional Sediment Sampling Report and Dredging Plan Assistance Cost Estimate: 40 hours of Report Preparation (Mark Magee)at$100 per hour=$4,000 4 hours of CAD support(Shannon Allen)at$80 per hour= $320 8 hours of senior review and editing (Michelle Freimund)at$120/hour=$960 10 hours of review by Program Manager(Paul Timm)at$150/hour= $1,500 3 hours of Project Administration at$60/hour= $180 Task 4 Total =$6,960 Task 5- Meetings with the City,WDNR, and the Contractor AECOM has assumed one meeting with the City, two meetings with the City and Contractor, and two additional meetings with the WDNR, City, and Contractor to discuss the results and decide on a sediment management plan; a total of 5 meetings. Meeting Cost Estimate: Assumes 4 hours per meeting including preparation time. 4 hours of meeting time, including preparation for Program Manager(Paul Timm)at$150/hour and Project Manager(Michelle Freimund)at$120/hour; 20 hours total each = $5,400 4 hours of Project Administration to prepare handouts, figures, etc. at$60/hour= $240 Miscellaneous meeting materials plotting,figures etc. =$60 Task 5 Total =$5,700 Task 6—Part-Time Field Support During 2013 Dredging Activities During this task, AECOM will provide part-time field support as needed during the dredging project to answer questions that may come up and document activities for the City. Specific activities will include attention to the creek surface water and the sediment dewatering quality. We will also prepare photo logs and daily field reports.
