Subject: Proposal for Construction Monitoring, Documentation, Environmental and
Engineering Services, Related to Construction of the City Contract 13-01 City
Hall Parking Lot, Oshkosh,Wisconsin—AECOM Proposal No. OPP-192325
Dear Mr. Rabe
AECOM Technical Services, Inc. (AECOM) is presenting this proposal for the professional
engineering services related to the construction of the City Contract 13-01 City Hall Parking Lot in
Oshkosh,Wisconsin. AECOM was involved in all prior phases of the project. These phases
included evaluating the flooding within the Division Street watershed and alternative solutions,
and evaluating the feasibility of an underground detention facility. The result was a
recommendation of storm sewer improvements within the watershed and the construction of an
underground detention facility at the City Hall parking lot. A preliminary engineering and site
investigation was then conducted by AECOM to further evaluate the feasibility of the proposed
underground facility. The preliminary engineering and site investigation included a survey of the
City Hall parking lot, geotechnical and environmental investigations, comparison of cast-in-place
and pre-cast construction methods, and review of cost estimates previously developed. AECOM
completed the final design and preparation of the construction drawings and bidding
specifications, updating the opinion of probable construction costs for the City Hall underground
detention facility, parking lot, and outlet storm sewer.
In general,the City Hall Parking lot project consists of construction of a new storm water detention
basin, 22,319 square feet in plan view, and associated inlet and outfall storm water sewers
beneath the existing paved parking area to the north east of City Hall. Following detention basin
construction, the project also includes reconstruction of the paved parking lot, installation of storm
water bio-filtration areas, lighting, traffic signage, security fencing, and landscaping attributes.
AECOM has prepared the design and bid package for City Contract 13-01 based on previous storm
water basin design experience and input from the City of Oshkosh Engineering Division. Start of
construction activities at the site is anticipated for early-March 2013 with substantial completion of
detention basins and parking lot construction by November 1, 2013. This proposal presents our
understanding of the project, our proposed scope of work, and fee estimates for these services.
