The amendment is necessary to cover the costs of the out of scope work conducted on the project under the City's direction. As you know, we kept a running list of the out of scope work and costs so that we could reduce the administrative time and effort and process a single amendment, rather than multiple amendments. Below is a description of each out of scope item along with an amendment request amount. Survey Tasks 1. Benchmark&Datum Verification: The City of Oshkosh provided to AECOM several elevation benchmarks along Jackson Street and in the area around the City Hall and Police Department buildings. These benchmarks had apparently been surveyed at different times by City employees over the years and there were some questions about the origins of the benchmarks and what datums they may have been referenced to. AECOM was asked to run a closed level loop through the benchmarks in order to tie them together in one survey. The leveling data was evaluated and a set of benchmarks was chosen for the Jackson Street survey with input from City Engineering. This task was not included in the original survey scope or cost estimate. Costs: $1,291.00 2. Update and match the City Hall and Police Department survey elevations to corrected datum: For design of the proposed facilities it was necessary to merge the Jackson Street survey with the previously completed survey of the City Hall and Police Department properties. The benchmarks and datum chosen for the Jackson Street survey as described above did not match those that were used for the City Hall and Police Department properties. In order to merge the surveys it was necessary that the elevation datums of the two surveys matched. As a result several components of the City Hall and Police Department survey needed to be revised or updated including: recalculating leveling notes, adjustment of the original survey data, updated ground contours, City Hall Parking Lot Amendmnt#1 memo(2).doCX A=COM updated manhole elevations on the drawing, updated manhole data sheets with new rim and pipe elevations. This task was not included in the original survey scope or cost estimate. Cost: $1,761.00 3. Certified Survey Map combining the City Hall &Oshkosh Police Department properties: A Certified Survey Map was needed to combine the City Hall and Police Department properties into one single property. This was done in order to remove setback requirements that impeded design and placement of the proposed facilities. This task was not included in the original survey scope or cost estimate. Cost: $5,053.00 4. WPS utility easements shown on the Certified Survey Map: WPS required two new easements within the combined City Hall and Police Department properties. Details showing the easement locations were added to the Certified Survey Map. Additional easements were not included in the original survey scope or cost estimate given to the City for preparation of the Certified Survey Map. Cost: $390.00 5. Survey of geotechnical boring locations: Additional field survey time was needed to locate and survey 5 soil borings in the project area. This work was requested after the survey crew had completed their work in those areas. Boring locations were not included in the original survey scope or cost estimate. Cost: $536.00 Plans and Specifications Tasks 1. Electrical Plans Preparation AECOM conducted effort on the plan preparation which was not included in the original contract scope of work. Specifically, AECOM received a CAD file from the City with the electrical components. AECOM: a Met with City Staff to discuss the electrical aspects of the project and how they relate to the remaining portions of the project. Reviewed the project phasing and scope of work to determine the electrical needs at the project site. b Expanded the electrical plan sheet to four sheets to enhance the readability of the plans. c Edited CAD file including, line weights, text fonts, label locations, and other aspects to enhance the readability. d Moved and removed features that were in error and added missing features. e Matched/corrected light pole products with a table on the plan sheet. City Hall Parking Lot Amendmnt#1 memo(2).docX 2 AECOM f Conducted engineering design and added details for the light pole bases that were located over the underground detention structure. g Added design for a concrete protection cap around the communication conduit between City Hall and the Oshkosh Police Department buildings. h Added plan sheets displaying electrical quantities. Cost $7,344.00 2. Electrical Specifications AECOM met with City staff to discuss and develop the electrical specifications for the project. Technical information, editing, cross-referencing, and formatting was conducted by AECOM. AECOM also added language relevant to the security fence controls and electronics and added product sheets. AECOM provided language for the measurements and payments relating to the electrical bid items that are included in the project. AECOM updated concrete and concrete re-bar specifications to include specifications for light pole bases and other electrical aspects.
