PURPOSE: APPROVAL OF PARKING REGULATION CHANGES ON ALGOMA
BOULEVARD DURING CITY HALL DETENTION BASIN
CONSTRUCTION PROJECT
INITIATED BY: CITY ADMINISTRATION (TRAFFIC REVIEW ADVISORY BOARD
RECOMMENDS APPROVAL)
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27A-
11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS
ON DESIGNATED STREETS AND ALLEYS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to
parking regulations on designated streets and alleys is hereby amended as follows:
A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
ALGOMA BOULEVARD
Remove Therefrom: No parking, north side, from Division Street to Jackson
Street.
Add Thereto: No parking, north side, from Jackson Street to 205 feet
east of Jackson Street.
Add Thereto: No parking, north side, from 620 feet east of Jackson
Street to Division Street.
SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage. The ordinance shall no
longer be in effect as of November 27, 2013.
SECTION 3. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #13-XXX (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTION 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO
PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS) on February 26,
2013. The ordinance changes parking regulations on Algoma Boulevard during the City
Hall detention basin construction project.

RE: Explanation of Traffic Regulations Ordinance Changes
SECTION 1: SECTION 27A-11 DESIGNATED PARKING RESTRICTIONS
A REQUEST TO ALLOW TEMPORARY,UNRESTRICTED PARKING ON THE
NORTH SIDE OF ALGOMA BOULEVARD FROM 205 FEET EAST OF JACKSON
STREET TO 620 FEET EAST OF JACKSON STREET. (CURRENT CONDITION: NO
PARKING.)
This is a City Administration request.
Construction work will start next month on a detention basin beneath the City Hall parking lot.
The construction work will result in significantly reduced parking capacity for customers,
vendors and employees going to either City Hall or the Safety Building. In order to expand
parking capacity during this construction project, this request would allow for all-day parking for
approximately 20 vehicles on Algoma Boulevard, on the south side of City Hall. Designating this
space for all-day parking would allow it to be used by both visitors and employees; if it used for
all-day parking, this would reduce the frequency at which doors from parked cars could open into
traffic.
The roadway width of this arterial is 36'. Since parking would be allowed on both sides of the
street, this could leave as little as 20' of travel width for two lanes. As noted under the previous
agenda item, this is adequate for moving traffic. However,parking on the south side of the street
is currently relatively underutilized, so there should still be even more room for moving traffic.
This request is classified as temporary. It may be worthwhile to re-examine on-street parking on
this street in connection with a future bicycle lane, but that will best be done after the conclusion
of this construction project.
