PURPOSE: APPROVAL OF AMENDMENT TO SPECIAL EVENT / OSHKOSH
FESTIVALS INC. / UTILIZE 547 N. MAIN STREET & CITY STREETS
FOR ST. PATRICK'S DAY PARADE AND PARTY/ MARCH 16, 2013
INITIATED BY: CITY ADMINISTRATION
WHEREAS, the Common Council previously approved Oshkosh Festivals Inc (Matt
Miller)to utilize Opera House Square, on Saturday, March 16, 2013, from 2:00 p.m. to 10:30
p.m. (parade starting time at 6:30 p.m.), and Saturday, March 17, 2013, from 10:00 a.m. to
2:00 p.m., for their St. Patrick's Day Parade and Party in accordance with the municipal code
and the attached application; and
WHEREAS, Oshkosh Festivals, Inc has requested to amend their application to moved
the tent from Opera House Square to 547 N. Main Street; and the parade route to begin at
Opera House Square and proceed north on Main Street, dispersing at Irving Avenue.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh
that approval is granted to the Oshkosh Festivals, Inc. (Matt Miller)to utilize 547 N. Main Street
and City streets: Division Street between High Avenue / Algoma Boulevard, Brown Street
between High Avenue /Algoma Boulevard, Market Street between High Avenue / Algoma
Boulevard and Algoma Boulevard between N. Main Street/Division Street on Saturday, March
16, 2013 from 4:00 p.m. to 10:00 p.m. (parade will start at 6:30 p.m.) for their St. Patrick's
Day Parade and Party event in accordance with the municipal code and the attached
application, with the following exceptions/conditions:

• BE IT FURTHER RESOLVED that approval is hereby granted to place Irish Flags in
the flag brackets along the parade route with the following conditions:
A. The flags shall be placed and removed from the brackets within 2 hours prior to
or following the conclusion of the parade.
B. The flags shall be the official Flay of Ireland only and shall contain no advertising
or logos.
C. The size, weight and material of the flags must conform to the bracket load
specifications and be approved by staff.
BE IT FURTHER RESOLVED that as a condition of approval, the Event Organizer shall
pay the City's actual costs for extraordinary services.

Per our discussions, we are making the following changes to the Oshkosh St. Patrick's Day Parade
and Party approved for Saturday, March 16.
The tent is being moved from Opera House Square to 547 N Main Street
The Parade Route will now run from Opera House Square — North on Main Street — Dispersing at
Irving Avenue. 20-C_t -�
We are requesting the following streets be closed and used as staging areas:
Division between High /Algoma
Brown between High /Algoma
Market between High /Algoma
Algoma between N. Main /Division
I do not believe we need to close the streets for dispersing areas. We can discuss at meeting.
Our Tent Party will run from 4:00 pm until 10:00 pm. There will be Irish bands, dancers, bagpipers,
raffles (license through the State), silent auction items, corned beef sandwiches, and Guinness
products. We have already applied for the alcohol permit and we will be hiring uniformed security.
I am also attaching information about who we are.
I will be at the February 14 meeting. Please let me know if you need more information before our
meeting.

Things you should know:
• Oshkosh Festivals, Inc. produces Oshkosh Irish Fest, Oshkosh Oktoberfest, and Oshkosh St.
Patrick's Day Parade and Party.
• Our mission is to help improve the quality of life in our communities by producing family - friendly
events that promote cultural music and that educate the public on ethnic traditions and history. Our
vision is to assist local nonprofits with fundraising and assist local businesses through increased
tourism.
• We are a registered 501(c) 3 nonprofit corporation through the IRS and State of Wisconsin. Because
we operate as a charity, we have the benefit of tax - exempt status, can apply for special permits and
licenses, receive discounts on certain costs, and are able to receive tax- deductable donations to
underwrite operational expenses.
• All event income is either used as seed money for upcoming events or donated to our charity
partners. Our primary charity partner is Cerebral Palsy of Mideast Wisconsin, but several nonprofit
organizations have benefited financially through donations or grants.
• Since our founding in 2009, Oshkosh Festivals helped local nonprofits raise more than $50,000
through our events. Several groups manage areas inside our fests in exchange for a percent of
proceeds.
• We are managed by a volunteer, eight - person board of directors in accordance with the
organizational by -laws. Public reports or audits detailing financials are submitted annually.
• Board members include: Matt Miller (P), Jeff Propson (VP), Vicky Fitzgerald (T), Lisa O'Halloran (S),
Judy Britton, Brian Hamill, Ross McDowell, and Nate Stiefvater. Meetings are held at least quarterly
and financial reports are discussed and approved.
• There are three volunteer Festival Planning Committees responsible for planning and coordinating
the events, recruiting volunteers, soliciting sponsorships and donations, and representing the
organization. In addition to our committee members, more than 300 volunteers help run the events
each year.
• For the past two years, Oshkosh Irish Fest has been named Best Local Festival through the
Oshkosh Northwestern. We received the 2010 Oshkosh Tourism Award and were nominated as a
2012 Newsmaker of the Year.
• Our events attract more than 10,000 attendees each year. These guests, many of whom are from
outside the area, spent hundreds of thousands of dollars in our local hotels, restaurants, taverns,
stores, and gas stations.
• Oshkosh Festivals has invested thousands of dollars into our cultural and educational areas. We are
dedicated to educating as well as entertaining. Community Celebrating Culture is our motto.
