BE IT RESOLVED by the Common Council of the City of Oshkosh that a planned
development to install electronic message center monument signs at 926 Woodland
Avenue (Fine Arts and Communication Center) and 785 High Avenue (Kolf Sports
Center) on the UW-Oshkosh campus, per the attached, is hereby approved with the
condition that the sign proposed at the Fine Arts and Communication Center at 926
Woodland Avenue, is oriented so the electronic copy element only faces south towards
the campus interior.

BACKGROUND
The proposal for new electronic sign installation is proposed to serve two individual building
sites on the University campus: 1) Fine Arts and Communication Center located at 926
Woodland Avenue (northern terminus of Woodland Avenue and Algoma Boulevard) and 2)
Kolf Physical Education and Sports Center located at 785 High Avenue (approximately 750
feet east of the Rockwell Avenue and High Avenue intersection). Both locations are part of
the University of Wisconsin Oshkosh campus and are surrounded by university related
structures and uses.
ANALYSIS
The petitioner proposes to replace two existing 50 square foot monument signs with manual
changeable copy with 66 square foot monument signs that include 45 square feet of
electronic message center area. The location and height of the replacement signs will be the
same as the existing signs with an area increase of 16 square feet each. The new electronic
signs will serve the same purpose as the existing signs but will also offer the opportunity to
change messages remotely and provide multiple messages throughout the day. The
petitioner contends that the updated signs will upgrade the general appearance of the
campus and should not negatively affect adjoining properties as they are both facing inwards
on the campus. The Fine Arts and Communication Center sign is in visual proximity to
residential properties to the north so staff is recommending that the electronic copy element
only face south towards the campus. The quantity of signage for the subject sites is cohesive
with other signage on campus and is not excessive for an institutional setting and suitable for
the university corridor.
FISCAL IMPACT
None anticipated.
RECOMMENDATION
The Plan Commission approved of this request at its February 19, 2013 meeting.

Actions Requested:
The petitioner requests Planned Development approval to allow the installation of electronic
message center monument signs at two locations within the University of Wisconsin Oshkosh
campus.
Applicable Ordinance Provisions:
Colleges are a permitted use within the R -5 Multiple Dwelling District but the University of
Wisconsin Oshkosh campus is governed by a Planned Development Overlay District, requiring
Development Plan approval for improvements. Criteria and guidelines for the establishment
and /or amendment of a PD Overlay District are located in Section 30 -33 of the Zoning Ordinance.
Location and Type:
The proposal for new electronic sign installation is proposed to serve two individual building sites

The petitioner proposes to replace two existing 50 square foot monument signs that are manual
changeable copy with 66 square foot monument signs that include 45 square feet of electronic
message center area, Since the campus is located in a residential district, signage is very often
problematic as it is extremely limited in residential zoning and the proposed signage must be
approved as a component of the general campus planned development,
The site of the Fine At and Communication Center is currently signed with six ground signs at
various locations and five building signs on the Fine Arts Center and the Frederic March Theatre
buildings. The site of the Kolf Physical Education and Sports Center is currently signed with two
ground signs along High Avenue and two building signs on the Kolf Center building (see location
plans and photo exhibits). The proposed modification to signage is a replacement of the manual
changeable copy signs with the electronic message center signs. The location and heights of the
replacement signs will be the same as the existing signs with an area increase of approximately 16
square feet each.
The petitioner indicates within their applications that the new electronic signs will serve the same
purpose as the existing signs of displaying student activities and /or campus events at their
respective buildings but will also offer the opportunity to change sign messages remotely and
provide multiple messages throughout the day, Additionally, the petitioner contends that updating
the outdated moveable letter signs also upgrades the general appearance of the campus.. The new
signs are not anticipated to negatively affect adjoining properties as they are both facing inwards
on the campus. Staff agrees that both signs are inner campus signs however the location of the
sign at the Fine Arts and Communication Center shares the block and is in visual proximity to the
historic residential properties across Algoma Boulevard to the north, so staff recommends a
condition that the proposed sign at that location be limited so the electronic copy element only face
south towards the campus interior, which is also the direction of oncoming traffic traveling on
Algoma Boulevard (northbound one -way street at this location).
Staff believes that the quantity of signage for the subject sites is cohesive with other signage on
campus and the proposed replacement of manual changeable copy signs with electronic message
centers that display events within their respective structures is reasonable and appropriate for the
campus setting and will also act as "identifier" signage to help direct visitors to specific event
locations. Additionally, the proposed signage area is not excessive for an institutional setting and
the signs themselves are a quality design and modern style suitable for the university corridor.
RECOMMENDATION /CONDITIONS
Staff recommends approval of the Development Plan signage package as proposed with the
following condition:
1. The sign proposed at the Fine Arts and Communication Center is oriented so the electronic
copy element only faces south towards the campus interior.

The Plan Commission approved of the planned development as requested with conditions noted.
The following is the Plan Commission's discussion on this item.
Mr. Buck presented the item and reviewed the site and surrounding area as well as the zoning
classifications and land use in said area. He explained that the reason for the request was to
replace two changeable copy signs with electronic message center signage and reviewed all
existing signs for these two structures as well as the proposed signage for the sites. He stated that
the new signage would give the University the ability to change messages during the day and
upgrade the appearance on campus. He also reviewed the condition recommended for this request
relating to the orientation of the sign so it will not be in visual proximity to the residential
properties to the north.
Kevin Shumann, Facilities Designer for the University of Wisconsin- Oshkosh, stated that the
existing sign faces at a 45 degree angle at the corner and the face of the sign is not currently visible
from the homes down the street and he was requesting that the new sign be placed in the same
location.
Ms. Lohry commented that she did not have any issues with the proposed Koff Sports Center
signage however she would not be voting in favor of the signage request as she felt the Fine Arts
and Communication Center sign was located too close to residential properties.
Mr. Thoms asked to confirm if the petitioner was requesting that the Fine Arts and Communication
Center sign be visible from both sides.
Mr. Shumann responded negatively and stated that the sign would only be visible from one side
which is facing south towards the campus interior.
Mr. Nollenberger commented that he felt it would be an aesthetic improvement to the campus
providing it's faced appropriately.
Motion by Thorns to approve the planned development for a signage package for the
University of Wisconsin Oshkosh far property located at 926 Woodland Avenue and 785
High Avenue with the following conditions:
1. The sign proposed at the Fine Arts and Communication Center is oriented so the electronic
copy element only faces south toivards the campus interior.
Seconded by Cummings.
Mr. Borsuk questioned if the verbiage required any adjustment in the conditions to address the
angle the signage is facing,
Mr. Buck indicated that it should not be necessary as it was clarified what angle south would be in
this case and it would match the angle proposed by the petitioner.
Motion carried 7 -1. ( Ayes - Borsuk / Boil, en/ Thonrs/ Fojtik /Cinrunings/Propp/Nollenbeiger.

Narrative for Conditional Use of new digital signage — Arts & Communications Center;
The existing use of the building is educational in the fields of Art, Music, Theatre, and
Communications. This use will not change.
All structures, paving, and signage on the site have been identified on the submitted site plan. All
will remain with the only change being the replacement of the monument sign at the corner of
Woodland Ave. and Algoma Blvd. The new electronic sign will serve the same purpose as the
existing sign of displaying the events within the Arts and Communications Center and Fredric
March Theatre. Existing building identification signage will continue to designate the names of
the individual buildings.
The number of people using the buildings is not expected to change. Enrollment numbers are the
greatest factor in the changing number of people using the buildings. As with the existing sign,
the new sign will post messages directed to the university population.
The new signage is not anticipated to effect adjoining properties in regards to noise, hours of
operation, glare, odor, fumes, vibration, etc. The increased clarity of the new sign will be the
most noticeable feature, but with the new sign facing inward on the campus, adjoining properties
will not be affected.
The compatible of the new signage with the adjacent properties should be resolved as both are
University owned. The new sign is does not face the adjacent residential area to the north and
will not affect them.
This updated signage is not intended to increase traffic flow, modify deliveries, or change
pedestrian traffic patterns. But rather offer the opportunity to change the sign message remotely
and provide multiple messages within the day.
Updating the outdated movable letter sign not only upgrades the appearance of our campus, it
offers the University the opportunity to change the message as needed from a remote location. A
simple connection to the campus network allows any authorized computer on campus to update
the message, This message will typically display the current events within the adjacent buildings.

Narrative for Conditional Use of new digital signage — Kolf Physical Education & Sports Center:
The existing use of the building is educational in the fields of Physical Education and ROTC.
Kolf is also the venue for Titan basketball and volleyball games, and wrestling meets. This use
will not change.
All structures, paving, and signage on the site have been identified on the submitted site plan. All
Will remain with the only change being the replacement of the monument sign at the High Ave.
frontage. The new electronic sign will serve the same purpose as the existing of displaying the
events within the Physical Education & Spoils Center. Existing building identification signage
will continue to designate the. name of the building.
The number of people using the buildings is not expected to change. Enrollment numbers are the
greatest factor in the changing number of people using the buildings. Game days will of course
increase the attendance on a short term basis. As with the existing sign, the new sign will post
messages directed to the university population.
The new signage is not anticipated to effect adjoining properties in regards to noise, hours of
operation, glare, odor, fumes, vibration, etc. as the new sign is located near the center of campus
away from adjoining properties.
The compatible of the new signage with the adjacent properties should be resolved as both are
University owned.
This updated signage is not intended to increase traffic flow, modify deliveries, or change
pedestrian traffic patterns.. But rather offer the opportunity to change the sign message remotely
and provide multiple messages within the day.
Replacing the outdated movable letter sign not only upgrades the appearance of our campus, it
offers the University the opportunity to change the message as rieeded from a remote location. A
simple connection to the campus network allows any authorized computer on campus to update
the message. This message will typically display the current events within the building.
