HomeMy WebLinkAbout11. 13-78 FEBRUARY 26, 2013 13-78 RESOLUTION (CARRIED___7-0____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE DETERMINATION OF NECESSITY TO ACQUIRE PROPERTY AT 675 JEFFERSON STREET; AUTHORIZE REDEVELOPMENT AUTHORITY TO ACQUIRE INITIATED BY: COMMUNITY DEVELOPMENT REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved WHEREAS, the Redevelopment Authority and Common Council previously approved the Near East Redevelopment Project Area; and WHEREAS, it is in the best interests of the citizens of the City of Oshkosh to acquire property to improve residential neighborhoods and eliminate blighting conditions within said Redevelopment Area; and WHEREAS, the owner of 675 Jefferson Street is willing to sell the property to the Redevelopment Authority; and WHEREAS, the Redevelopment Authority approved acquiring said property for $58,000 at its February 18, 2013 meeting. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the Common Council certifies it is necessary for the Redevelopment Authority to acquire the property at 675 Jefferson Street pursuant to the provisions of Chapter 66 of the Wisconsin Statutes. BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials are authorized and directed to purchase said property for $58,000 and execute all documents necessary to consummate this transaction. Money for this purpose is hereby appropriated from Acct. No. 303-0740-7208-16117 CDBG Fund - Central City. OJHKOJH ON THE WATEN TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis Community Development Director DATE: February 21, 2013 RE: Approve Determination of Necessity to Acquire Property at 675 Jefferson Street; Authorize Redevelopment Authority to Acquire BACKGROUND/ANALYSIS In the Near East Redevelopment Area, several properties have been acquired over the years in the 600 Block of Jefferson Street with the exception of 675 Jefferson Street. In June 2012 the Redevelopment Authority (RDA) reviewed its property holdings. At that time, the RDA felt this last parcel should be acquired, if possible, in order to complete the land assemblage and then perhaps look at a request for proposals for redevelopment. It should be noted that the properties to the south of 675 Jefferson are currently being used as a community garden. The community garden organizers will be requesting an expansion of the conditional use permit for 2013 on RDA owned lots to the south. The property owner at 675 Jefferson recently approached staff about acquiring their property. The agreed upon price is $58,000 with closing to occur by the end of February. FISCAL IMPACT Central City Community Development Block Grant funds will be used to acquire the property. Depending on the type of future development that occurs on the subject properties, assessed land and improvement values will most likely increase significantly. RECOMMENDATION The Redevelopment Authority approved of the acquisition at its February 18, 2013 meeting.
