Problem/Violation: of 18-79.1A, failure to bring exterior of dwelling into compliance with
Oshkosh Property Maintenance Code&Building Codes.
Brief history review: Orders issued June 3(1, 1986 following neighbor complaints with
numerous reinspections. Building Permit#00404 was obtained to make repairs July 8, 1986. A
second Building Permit #03955 was obtained May 29, 1987. Orders again issued April 4, 1989
when an inspection revealed no continued work on the dwelling. Permit#12872 was obtained
April 14, 1989 to make the repairs not completed. Orders again issued August 12, 1994
following continued complaints. Permit#41393 was obtained August 29, 1994 to complete
repairs. On August 23, 1995 an inspection following complaints revealed the dwelling was still
not in compliance with Building &Property Maintenance Codes and orders and a letter- urci'>
issued to the owner.

Dear Mr Schauer:
In response to complaints an inspection was made today of your dwelling. It was noted that
the exterior of the dwelling and steps still has not been completed as ordered in 1984, 1986, 1987
and again on August 12, 1994. Four buildhg permits have been issued to you since 1984 with
little completion of the violations ordered corrected. The last order of August 12, 1994 was a
Final Notice to correct which has had little effect on getting you to complete the required repairs.
Therefore a citation for court action has been requested and if approved will be issued in the
near future for your failure to comply with Cshkosh Property Maintenance&Building Codes.
Ten years is more than a reasonable amount of time to have brought the dwelling exterior into
compliance with City Crdinances.

1 7-8 The building permit for the work being done expires August 29, 1995.
2 7-63 In an action or any violation, the fact that a permit was issued shall not constitute a
defense, nor shall any error, oversight or dereliction of duty on the part of any
inspector constitute a defense. A Building Permit does not automatically
extend time given under orders to make repairs.
3 18-79.1B (a) The yellow Ford Stationwagen with expired plates shall be removed from the
premises or relicensed and made street legal.
(b) The license plates on the Pontiac Fiero expire this month. These plates shall also
be renewed or the vehicle removed.
(c) There are still dead portions in the trees in the front yard. The trees or the dead
portions shall be removed.
(d) All building debris shall be removed from the premises.
4 18-79.1C The wood stacked at the rear fenceline is not properly stacked per the Firewood
Storage Code and shall be removed or properly cut up and stacked per the enclosed
Code section for Firewood.
CORRECTION SCHEDULE
Item#1 shall be corrected by obtaining another permit or completing the work before
August 29, 1995.
Items #3a, #3c & #3d shall be corrected before August 30, 1995.
Item #3b shall be corrected on September 1, 1995.
Item #4 shall be corrected before September 6, 1995.
