PURPOSE: AWARD BID FOR ZERO-TURN RIDING TRACTOR WITH
ATTACHMENTS FOR PARKS DEPARTMENT TO REINDERS, INC.
($51,040.00)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for a Zero-Turn
Riding Tractor with Broom, Plow, and Snow Blower Attachments for the Parks Department;
and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

Total Bid with Trade: $51,040.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Bid Award- Zero Turn Riding Tractor with Broom, Plow and Snow
Blower Attachments
BACKGROUND
The Common Council designated $52,000 in the 2013 CIP Major Equipment
Replacement for the Parks Department to purchase a commercial-grade zero-turn riding
tractor with broom, plow and snow blower attachments. This tractor will improve Parks
Department efficiency in mowing, mulching and snow removal applications by
consolidating seasonal equipment into one multi-seasonal unit.
ANALYSIS
Working in conjunction with the Parks Department, the Purchasing Division reviewed
and developed bid specifications. Bid requests were sent to known vendors of this
equipment. In addition bids were advertised in the local paper and posted online on
NovusVendor. Bids were received January 25, 2013. While three vendors responded to
the bid solicitation only one vendor (Reinders, Inc.) submitted a bid. The bid tabulation
is attached. Staff review of the Reinders, Inc. bid concluded it met the minimum bid
specifications.
FISCAL IMPACT
With trade-in this Zero Turn Riding Tractor with attachments will have a fiscal impact of
$51,040. This item was budgeted in the 2013 CIP Major Equipment Replacement at
$52,000. Funding for this item would be charged to A/N# 323-0610-7204-06301.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Reinders, Inc. for
$51,040.
