HomeMy WebLinkAbout09. 13-55 FEBRUARY 12, 2013 13-55 RESOLUTION (CARRIED___6-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVAL OF AMENDMENT FOR ENGINEERING SERVICES AGREEMENT FOR CITY HALL AREA STORMWATER DETENTION BASIN DESIGN / AECOM ($20,876.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, AECOM is a consulting firm that provides professional services with expertise in a number of areas including environmental engineering; and WHEREAS, the City and AECOM previously entered into a professional services agreement in which AECOM would provide the City with design services for the City Hall Area Storm Water Detention Basin; and WHEREAS, it is necessary to complete additional services required for this project, and it is efficient and beneficial to achieve this requirement by amending and the existing agreement with AECOM. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are authorized and directed pursuant to Section 12- 16 of the Municipal Code to enter into an amended agreement with AECOM. BE IT FURTHER RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized to take those steps necessary to implement an amendment to the existing agreement with AECOM for design services for the City Hall Area Storm Water Detention Basin. BE IT FURTHER RESOLVED that money for this purpose is hereby appropriated from: Acct. Gohde, Assistant Director of Public Works "j DATE: February 7, 2013 RE: Amendment to Engineering Services Agreement— City Hall Area Storm Water Detention Basin Design/AECOM ($20,876) BACKGROUND In July 2009, an engineering services agreement was signed with AECOM to perform detailed planning- level analyses of storm water watersheds in conjunction with the 2010 Capital Improvements Program. For the Division Street area watershed, the analysis recommended a combination of storm sewer upgrades, new storm sewer systems, the diversion of a small portion of the upper portion of the watershed into an adjacent watershed, and an underground detention system on the City Hall/Safety Building property. Due to their familiarity with the Division Street Watershed, the Department of Public Works signed an agreement with AECOM for design-related services for the City Hall Area Storm Water Detention Basin. The services included in this agreement included preparing plans and specifications for the bidding of the underground detention system, the storm sewer from the detention system to the Fox River, and finalizing the City Hall and Safety Building Parking Lot design. The services also included environmental review, sampling and coordination with Wisconsin Department of Natural Resources for disposal of anticipated impacted soils and sediment. ANALYSIS An amendment to this agreement is needed to compensate for additional services required for this project. These services include additional benchmark and datum verification, updating City Hall and Police Department survey elevations, preparation of a certified survey map, survey of geotechnical boring locations, and additional preparation of electrical system plans/specifications. FISCAL IMPACT The cost of these services is estimated not to exceed $20,876. The current contract total is $250,682; this amendment will increase it to $271,558. Funding for these services was budgeted in the 2012 Storm Water Utility section of the Capital Improvements Program. Adequate funds remain to include this amendment. RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the amendment and in accordance with Section 12-16 of the Code, I am hereby recommending that the Common Council approve this amendment. Approved: Mark A.
