PURPOSE: APPROVAL OF ENGINEERING SERVICES AGREEMENT FOR
CONSTRUCTION MANAGEMENT & ENVIRONMENTAL SERVICES
RELATED TO THE CONSTRUCTION OF CITY HALL PARKING LOT
- DETENTION BASIN / AECOM ($388,125.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with AECOM Technical
Services for construction management and environmental services related to the
construction of City Hall Parking Lot / Detention Basin in the amount of three hundred
eighty-eight thousand one hundred twenty-five dollars ($388,125.00)

RE: Engineering Services Agreement for Construction Management and Environmental
Services Related to the Construction of City Hall Parking Lot-Detention Basin /
AECOM ($388,125)
BACKGROUND
An underground storm water detention basin will be constructed at City Hall and the City Hall and Safety
Building parking lots will be reconstructed. The Department of Public Works requested a proposal from
AECOM to provide construction-related services for this project. These construction-related services will
include, but are not limited to, construction oversight, environmental engineering, construction testing and
documentation, and preparation of as-built construction drawings.
ANALYSIS
AECOM was chosen due to their experience with the project and the presence of qualified field staff
personnel located locally. The construction of the underground detention basin is specialized reinforced
concrete construction, which requires full time observation by qualified staff to ensure that the contractor
fully complies with the plans and specifications. The CIP budget included an estimated $440,000 for
construction-related services.
FISCAL IMPACT
Staff has reviewed the proposal and costs. The proposed fee is not to exceed $388,125. Funding for
these services is available in the Capital Improvements Program in the Storm Water Utility section in the
amount of$301,422.19; the Property Improvements section in the amount of$85,151.29; and the Streets
section in the amount of$1,551.52.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be procured without the use of formal, sealed
quotes. I have reviewed this agreement and in accordance with Section 12-16 of the Code, I am hereby
recommending that the Common Council approve this agreement.
