PURPOSE: APPROVAL OF AMENDMENT FOR ENGINEERING SERVICES
AGREEMENT FOR ENVIRONMENTAL MONITORING AT
TIMMERMAN LANDFILL / AECOM ($40,000.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, AECOM is a consulting firm that provides professional services with
expertise in a number of areas including environmental engineering; and
WHEREAS, the City and AECOM previously entered into a professional services
agreement in which AECOM would provide the City with services including ground water
monitoring at Timmerman Landfill; and
WHEREAS, it is necessary to continue the ground water monitoring at this site, and
it is efficient and beneficial to achieve this requirement by amending and extending the
existing agreement with AECOM by an additional year.
BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are authorized and directed pursuant to Section 12-16 of the Municipal Code
to enter into an amended agreement with AECOM.
BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to take those steps necessary to implement an
amendment to the existing agreement with AECOM for ground water monitoring at
Timmerman Landfill.
BE IT FURTHER RESOLVED that money for this purpose is hereby appropriated
from:

RE: Amendment to Engineering Services Agreement for Environmental Monitoring at
Timmerman Landfill /AECOM ($40,000)
BACKGROUND
The Department of Public Works has utilized AECOM (former STS Consultants) for various
environmental engineering needs at Timmerman Landfill located at 35th Avenue/Marvel Drive
since 1993. In October of 2009, I reported on an engineering services agreement at this landfill
for 2010 for the cost of $38,000. This agreement was amended in September of 2011 to
continue the groundwater monitoring through 2012 for a cost of$32,000.
ANALYSIS
This agreement needs to be extended to cover 2013 expenses.
FISCAL IMPACT
This amendment will continue the groundwater monitoring at the Timmerman Landfill for an
estimated cost of $40,000. The cost for these groundwater monitoring services will be allocated
to the operating budget (Account 100-0470/Garbage Collection & Disposal).
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of
a specialized nature, including engineering services, may be procured without the use of formal,
sealed quotes. I have reviewed this amendment and in accordance with Section 12-16 of the
Code, I am hereby recommending that the Common Council approve this amendment.
