HomeMy WebLinkAbout13. 13-59 FEBRUARY 12, 2013 13-59 RESOLUTION (CARRIED___6-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVAL OF ENGINEERING SERVICES AGREEMENT FOR DESIGN OF WASTEWATER TREATMENT PLANT CONTROL SYSTEM, INFLUENT PUMPING, AND AERATION BLOWERS UPGRADE / CH2M HILL ($388,350.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, CH2M Hill is a consulting firm that provides professional services with expertise in a number of areas including engineering services; and WHEREAS, CH2M Hill has evaluated the Wastewater Treatment Plant control systems, influent pump station and aeration blowers and has recommended upgrades to improve energy efficiency and reliability of the plant’s systems; and WHEREAS, CH2M Hill’s experience and expertise the Wastewater Treatment Plant and the recommended upgrades makes it efficient and cost-effective to have CH2M Hill do the project management, facility plan update preparation, bid document preparation and bid phase engineering services for this project. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized pursuant to Section 12-16 of the Municipal Code to enter into and take those steps necessary to implement an appropriate professional services agreement with CH2M HILL for design of the Wastewater Treatment Plant control system, influent pumping, and aeration blowers upgrade in the amount of three hundred eighty-eight thousand three hundred fifty dollars ($388,350.00) Acct. Brand, Public Works Utility Bureau Manager DATE: February 4, 2013 RE: Engineering Services Agreement for Design of Wastewater Treatment Plant Control System, Influent Pumping, and Aeration Blowers Upgrade/ CH2M HILL ($388,350) BACKGROUND The Wastewater Treatment Plant has an influent pumping system with aging pumps, drives, and electrical service. To improve system reliability and energy efficiency, existing pumps and drives will be replaced with new equipment. The pump station electrical service will be converted to 480-volt service to accommodate more competitive equipment pricing and overall lower life-cycle costs. This project also includes the replacement of two aeration blowers with new equipment and controls to save energy/ improve the aeration basins' performance. Also included in this project are replacement of Wastewater Treatment Plant programmable logic controllers, control system wiring, and communication network. These upgrades will remove obsolete devices and improve data communication speed, reliability of automated monitoring, automated equipment control, and reporting for Wisconsin Department of Natural Resources compliance. This agreement includes project management, facility plan update preparation, bid document preparation, and bid phase engineering services. ANALYSIS CH2M HILL recently completed a study that included evaluation of the Wastewater Treatment Plant control systems, influent pump station, and aeration blowers. The study recommended upgrades to improve energy efficiency and reliability of plant automation systems. The study resulted in calculations/ analysis that will serve as the basis for the final design and will also be used for Wisconsin Department of Natural Resources project approval. This study also provides information required for applications for grants from Wisconsin Focus on Energy. These grants provide financial incentives to implement energy- saving projects. CH2M HILL's knowledge developed during the study will assist them in providing effective and efficient use of resources in the completion of this project. FISCAL IMPACT This agreement is for $388,350. Funds are available in the Major Equipment Section (Wastewater Utility Funds) of the 2013 Capital Improvement Program. RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal sealed quotes. I have reviewed the CH2M HILL proposal and in accordance with Section 12-16 of the Code, I am hereby recommending that the Common Council approve this engineering services agreement.
