HomeMy WebLinkAbout24. 13-70 FEBRUARY 12, 2013 13-70 RESOLUTION (CARRIED__6-0____LOST______LAID OVER______WITHDRAWN______) PURPOSE: APPROVE PURCHASE OF INDUSTRIAL PARK LAND FOR AN AVIATION BUSINESS PARK IN THE AMOUNT OF $608,460 INITIATED BY: COMMUNITY DEVELOPMENT WHEREAS, the owners of property on the southeast side of Oshkosh, south of Ripple Avenue, north of County Rd N/Fisk Avenue, west of County Trunk Highway I/ Oregon Street and east of Knapp Street, have offered to sell 35+ acres of land to the City for creation of an Aviation Business Park at a purchase price of $608,460; and WHEREAS, expenditures relating to this acquisition will be paid on or after the passage of this resolution and the City reasonably expects to reimburse itself for these expenditures, and associated closing costs, from a State Trust Fund loan; and WHEREAS, this Resolution is a declaration of official intent under Treasury Regulation Section 1.103-18, or amendment thereto, and shall be made available for public inspection pursuant to Chapter 19, of the Wisconsin Statutes. The maximum principal amount of the obligation expected to be issued for this project is Six Hundred Forty Thousand and NO/100 DOLLARS ($640,000.00), which includes, but is not limited to, the sale price and applicable closing related costs. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed to purchase 35+ acres of land on the south side of Ripple Avenue, identified as Parcels B and C on the attached map, from George and Kathaleen Brennand Revocable Trust and William Brennand Revocable Trust for creation of an Aviation Business Park, at a purchase price of $608,460. The County, CHAMCO and Aeroinnovate have had economic development contacts through the years asking for proposals for development. This has not been possible due to the lack of airport accessible property. In addition, the General Aviation industry is an industry cluster that has been identified as an excellent match for Winnebago County's workforce, education capabilities and its marketing ties to EAA. To meet those needs, the City and Winnebago County have been working closely together to acquire land for additional industrial and commercial acreage adjoining Wittman Field. According to the City's 1973 Comprehensive Plan, the land east of Wittman Field has been planned for future industrial development. All updates to the Comprehensive Plan have continued to identify the area east of Wittman Field as future industrial including the latest update in 2005. The Brennand family trusts are willing sellers of property planned for future industrial growth and adjacent to the airport. The County and the City have worked with CHAMCO to acquire accepted offers for the 80 acres with the condition that both the City Council and County Board approve the acquisitions. The Winnebago County Board will be voting on the land acquisition on February 26, 2013. The proposed Aviation Business Park would permit direct access to the County -owned land via a new taxiway extension. The City is planning to create a Tax Increment Finance District to pay for public infrastructure. CHAMCO, in concert with our other economic development partners, would market the land, CHAMCO, UW- Oshkosh, FVTC and other partners are also exploring the potential for a business accelerator that could be built in conjunction with the Aviation Business Park. ANALYSIS The acquisition of the Brennand property as future Aviation Business Park is consistent with the Comprehensive Plan. In addition, the land is unique in that it can provide economic development advantages with the direct access to the airport that is unavailable elsewhere. The City will acquire the 34 acres on the east side of the future street for $608,460. The County will acquire the 47 acres west of the future street that will adjoin the airport for $1,000,000. The purchase price of $1,608,460 was based on an appraisal that Winnebago County performed on the property last year. The acreage split is based on the proposed future road that will serve the 80 acres. A concept plan for the 80 -acre property has been developed and staff has started work on creating Tax Incremental Finance District #26 for the public infrastructure. The intersection with Ripple Road is based on utility locations. The road alignment is based on wetlands to be avoided. The long -term plan is to extend the Aviation Business Park south to Fisk (CTH N). The University of Wisconsin - Extension completed an economic analysis and projected 250 to 500 jobs as a direct or indirect effect of the Aviation Business Park. FISCAL IMPACT The proposed Tax Increment Finance District #26 has projected adequate funds for the purchase and development of the Aviation Business Park. The initial purchase of the land was included in the 2013 CIP. The funds used to purchase the land are planned to be State Trust Fund borrowing. As you will see in your review of TID #26, about $25,000,000 of new value is projected to develop in the proposed Aviation Business Park. After the Tax Increment Finance District has paid it debts and closed, the additional property value will be put on the tax roll. RECOMMENDATION The City Council approves the acquisition of the Brennand property as proposed.
