SUBJECT: Commercial Building Inspections Contract with Thomas Spierowski
The Community Development Department requested a professional services proposal
to provide commercial building inspections from Thomas Spierowski. Mr. Spierowski
provided this service from May to November, 2012. Based on his successful
completion of the inspections and current permit log, Building Services is requesting his
service from January to December, 2013.
The Building Services Division will continue to receive and assign the building
inspection requests. Chief Building Official John Zarate will review the requests and
determine whether existing City staff will complete the inspections or the City will use
Mr. Spierowski to complete the review. The inspection scope, timing and complexity
will factor into the City's decision. In 2012, Mr. Spierowski helped the department
achieve a 98% on-time inspection rate.
Mr. Spierowski is a certified inspector for all commercial inspections: electrical,
plumbing, building and HVAC. In addition, Mr. Spierowski has all residential
certifications. The City has the greatest possible flexibility in assigning multiple
inspections to Mr. Spierowski. He has also assisted in closing out projects from
previous years.
Mr. Spierowski will be paid from building permit fees that the City collects for the
projects and is a planned contracted service in the 2013 City budget. It is projected that
these inspections services will cost $41,000 in 2013. The cost of these inspections is
recovered by the building permit fees. Mr. Spierowski's work load will vary through the
year, peaking in the summer-time, depending on building inspections needs and City
staff availability.
Section 12-10(D)(5) of the Municipal Code provides that professional services of a
specialized nature including building inspection services, may be approved by the City
Manager without the use of formal sealed quotes. In accordance with 12-10(E) of the
Code, I am hereby submitting this report regarding this contract.
