DATE: December 6, 2012 //GG RE: Engineering Services Agreement for Preparation of Low Hazardous Exemption and Documentation Services for Oak Lawn School Impacted Soil /AECOM ($26,500) To assist the Oshkosh Area School District to keep down costs associated with construction of the new Oaklawn school, the City of Oshkosh has agreed to accept approximately 7000 cubic yards of clay and top soil from the site. The clay and top soil has been tested and have low levels of contamination from certain metals and petroleum volatile organic compounds. Through discussion with the school district and the Wisconsin Department of Natural Resources it has been determined that the materials are appropriate for use as additional cover on the City's former quarry site south of South Park Avenue and west of Knapp Street. As the Council is aware, this parcel was the site of a former quarry in the City that had been filled with solid waste. The impacted soil from the Oaklawn site will provide an additional cap on this site. As part of the agreement with the City, the school district will remove the topsoil from the Knapp Street site, haul the clay and topsoil from the Oaklawn site to the Knapp Street site and grade the site to the City's specifications and then replace the clean topsoil and provide additional fill as necessary to provide one foot of clean topsoil cover over the Knapp Street site. Utilizing this material at the Knapp Street site allows the City to provide additional cover over the former quarry site and allows the School District to reduce its costs for hauling and disposing of the materials. AECOM has been retained to assist with the preparation of the plans, permits and other documentation related to this project as well as to monitor the placement and grading of the materials on the City's site. They were chosen due to their prior experience with environmental projects for the City and specifically with regard to the Knapp Street site and adjacent Quarry Park site. The proposed fee for this project is $26,500. Through the agreement with the City, the School District has agreed to reimburse the City for its costs related to this project, so there will be no fiscal impact to the City from this agreement. Chapter 12 of the Municipal Code provides that professional services of a specialized nature, including professional engineering services, may be approved by the City Manager without the use of formal, sealed quotes or bids and shall be reported to the Council if the cost for those services exceeds $25,000. Therefore, I am submitting this report to Council in accordance with Section 12-16 of the City of Oshkosh Municipal Code. Please advise if you have any questions regarding this agreement.
