SECTION 23-9, GENERAL REQUIREMENTS PERTAINING TO
LARGE ITEM COLLECTION

A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 23-9
(L)(2) ITEMS REQUIRING SPECIAL PREPAID FEES FOR COLLECTION.
The Common Council of the City of Oshkosh does ordain as follows:
SECTION 1. That Section 23-9 (L)(2) pertaining to Items Requiring Special Prepaid
Fees for Collection is hereby repealed and amended to read as follows:
(L)(2) Large items, which include but are not limited to: mattresses, box springs, hide-a-
beds, upholstered furniture such as couches, davenports, love seats, recliners,
chairs; kitchen and dining room tables; desks; entertainment centers and other
entertainment consoles; dressers, vanities, chest-of-drawers and similar furniture;
head boards, and objects larger than three-foot by three-foot by three-foot, which
require special arrangements for pick-up must be kept separate from all other solid
waste. No person, property owner, or occupant or person in charge of the property
shall place such items for pick-up and disposal by the City unless the person has
previously arranged for a special pick-up of such items by payment in person to the
City Treasurer at City Hall of $15.00 per item.
SECTION 2. This ordinance shall be in full force and effect from and after its
passage and publication.
SECTION 3. Publication Notice.
Please take notice that the City of Oshkosh enacted ordinance #12-613 A GENERAL
ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 23-9 (L)(2) ITEMS
REQUIRING SPECIAL PREPAID FEES FOR COLLECTION, effective on January 1, 2013.
The ordinance amends the prepaid fee for large item pick-up from $10 to $15.

RE: Repeal & Recreate Solid Waste Disposal Ordinance/
Section 23-9, General Requirement Relating to Collection of Large Items
BACKGROUND
Per Chapter 23/Solid Waste Disposal (Section 23-9 (L)(2)), large items will not be collected "unless the
person has previously arranged for a special pick-up of such item by payment in person to the City
Treasurer at City Hall of$10 per item." This $10 fee per large item was established in November of 2003
and it has not been changed since that time.
ANALYSIS
The definition of "large items" includes beds, upholstered furniture, tables, entertainment centers,
dressers, and objects larger than three-foot by three-foot by three-foot in size. The previous intent was to
cover items too large to fit in a garbage truck or too large for one person to load into a garbage truck.
This requirement has not changed with the implementation of the automated garbage collection program.
The Municipal Code has additional fees for collection of appliances and items containing metal. The
review of fees for those items will be completed at a later date.
FISCAL IMPACT
The proposal is to increase this fee from the current rate of$10 per large item to $15 per large item as of
January 1, 2013. This increase is projected to increase revenue by$6,000 for 2013.
RECOMMENDATIONS
I recommend approval of this resolution.
