PURPOSE: APPROVE FEES FOR CPR & FIRST AID TRAINING
INITIATED BY: FIRE DEPARTMENT
WHEREAS, the Oshkosh Fire Department provides training to businesses and
industries in CPR and First Aid Training and it is appropriate to recover the costs
associated with this service.
NOW, THEREFORE, BE IT RESOLVED by the Common Council for the City of
Oshkosh that 2013 fees for CPR and First Aid Classes are hereby established as follows:
2013 CPR and First Aid Class Fees

CPR – 6 or less students w/o infant $168.24
CPR – 7 to 12 students w/o infant $336.48
CPR – 13 to 18 or less students w/o infant $504.72
CPR – 6 or less students w/infant $198.12
CPR – 7 to 12 students w/infant $396.24
CPR – 13 to 18 or less students w/infant $594.36
CPR/First Aid – 6 or less students w/o infant $341.60
CPR/First Aid – 7 to 12 students w/o infant $702.56
CPR/First Aid – 13 to 18 students w/o infant $1,053.84
CPR/First Aid – 6 or less students $391.13
CPR/First Aid – 7 to 12 students $804.60
CPR/First Aid – 13 to 18 students $1,206.90
BE IT FURTHER RESOLVED that these fees shall be effective as of January 1,
2013.

RE: Fee Schedule for First Aid and CPR Training
BACKGROUND
The fire department has been providing CPR and first aid training to business and
industry for no cost for several years. The majority of this training was done by personnel
on overtime which is not sustainable in the current budget climate. In order to continue
this needed service a fee to cover the cost of providing this training is being proposed and
was an assumption in fire department revenues n the 2013 budget.
ANALYSIS
The proposed fees cover the personnel cost of doing so with overtime personnel and
administrative time for scheduling and billing. In our development of charges our basis
was cost recovery but we did do some surveying of other providers and the cost we are
proposing are at or below their rates. Even with this fee, we will still provide a lower cost
option to the business and industry in this City for this training which is often a mandate
for them to provide.
FISCAL IMPACT
The fees we are proposing for first aid and CPR training would provide an estimated
$22,900.00 in revenue for the City.
RECCOMENDATION
I recommend that the City approve the attached fee schedule for CPR and first aid
training. This will allow us to provide this service to those that need it and recover the
cost from the direct beneficiaries of this service. These fees will become effective
January 1, 2103. Please direct any questions regarding this matter to the Fire Chief.
