PURPOSE: APPROVAL OF ENGINEERING SERVICES AGREEMENT FOR
WATER FILTRATION PLANT CLEARWELL REPLACEMENT STUDY

BE IT RESOLVED by the Common Council of the City of Oshkosh that, pursuant to
Section 12-16 of the City of Oshkosh Municipal Code, the proper City officials are hereby
authorized to enter into and take those steps necessary to implement an appropriate
professional services agreement with CH2M HILL for the Water Filtration Plant Clearwell
Replacement Study in the amount of ninety-nine thousand five hundred dollars
($99,500.00)

RE: Agreement for Engineering Services for Water Filtration Plant Clearwell Replacement Study
CH2M HILL ($99,500)
BACKGROUND
The Water Filtration Plant stores treated drinking water in structures called clearwells prior to pumping it
into the water distribution system. These are buried cast-in-place concrete structures that range in age
from 51 to 94 years old. In the 2007 and 2010 sanitary surveys of the City's water system, the Wisconsin
Department of Natural Resources (WDNR) identified deficiencies with these structures. Specifically, the
current structures do not have sloped tops with membrane covers and these structures are below the
groundwater table. The most recent inspection of these structures indicate that they are in fair condition at
best and are in need of replacement based on their age and the WDNR-identified code deficiencies.
ANALYSIS
CH2M HILL has been providing engineering services for the Water Utility and completed a number of
projects including the Water Filtration Contact Basin, Water Distribution System Modeling and Analysis,
and a Water Filtration Plant Asset Management Plan. The clearwells were identified in the Asset
Management Plan as a high priority for replacement. This engineering work will evaluate the options
available for the replacement of these structures. Based on CH2M HILL's previous work and extensive
knowledge of the system, they will be able to provide the most cost-effective engineering services for this
project.
FISCAL IMPACT
This agreement is for $99,500. Funds are available in the Property Improvements Section (Water Utility
Funds) of the 2011 Capital Improvement Program.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be procured without the use of formal sealed
quotes. I have reviewed the CH2M HILL proposal and in accordance with Section 12-16 of the Code, I am
hereby recommending that the Common Council approve the award of this engineering services
agreement.
