HomeMy WebLinkAbout09. 12-595 DECEMBER 11, 2012 12-595 RESOLUTION (CARRIED___6-0___LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVAL OF ENGINEERING SERVICES AGREEMENT FOR WASTEWATER TREATMENT PLANT CENTRIFUGE UPGRADE / CH2M HILL ($128,300.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh that, pursuant to Section 12-16 of the City of Oshkosh Municipal Code, the proper City officials are hereby authorized to enter into and take those steps necessary to implement an appropriate professional services agreement with CH2M HILL for the Wastewater Treatment Plant Centrifuge Upgrade in the amount of one hundred twenty-eight thousand three hundred dollars ($128,300.00) Acct. Brand, Public Works Utility Bureau Manager ;5 DATE: December 3, 2012 RE: Agreement for Engineering Services for Wastewater Treatment Plant Centrifuge Upgrade CH2M HILL ($128,300) BACKGROUND The Wastewater Treatment Plant has two centrifuges that were installed in 1996 for the purpose of dewatering treated biosolids. The dewatered biosolids are applied to agricultural fields as a fertilizer in accordance with the requirements and approval of the Wisconsin Department of Natural Resources. This project includes the rebuilding of the centrifuges by the original equipment manufacturer and the replacement of the drives and controls. These drives and controls have become outdated, which has created a difficulty in obtaining parts and service. This agreement includes project management services, bid document preparation, system control integration, and construction-related services. ANALYSIS CH2M Hill recently completed a study that included evaluation of the Wastewater Treatment Plant control systems for recommended upgrades. The knowledge that they developed during the controls system study will assist them in providing effective and efficient use of resources in the completion of this project. FISCAL IMPACT This agreement is for $128,300. Funds are available in the Equipment Replacement Section, Centrifuge Upgrade (Wastewater Utility Funds) of the 2011 Capital Improvement Program. RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal sealed quotes. I have reviewed the CH2M HILL proposal and in accordance with Section 12-16 of the Code, I am hereby recommending that the Common Council approve the award of this engineering services agreement.
