PURPOSE: APPROVAL OF AMENDMENT TO ENVIRONMENTAL &
ENGINEERING SERVICES AGREEMENT FOR GEOTECHNICAL
EVALUATIONS, ENVIRONMENTAL INVESTIGATIONS, &
ENVIRONMENTAL PERMITTING FOR THE PROPOSED PUBLIC
WORKS FIELD OPERATIONS FACILITY (CENTRAL GARAGE) /
AECOM ($27,000.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City and AECOM previously entered into a professional services
agreement in which AECOM would provide the City with services related to the upgrade of
the Central Garage; and
WHEREAS, additional engineering services are required to assist with the
development of the plans and specifications for the upgrade of the Central Garage.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are authorized and directed pursuant to Section 12-
16 of the Municipal Code to enter into an amended agreement with AECOM.
BE IT FURTHER RESOLVED that an agreement with AECOM is approved in a form
substantially the same as the attached amendment to the agreement and said City officials
are authorized and directed to take those steps necessary to implement the terms and
conditions of the final agreement.
BE IT FURTHER RESOLVED that money for this purpose is hereby appropriated
from:

RE: Amendment to Agreement for Environmental & Engineering Services Related to Upgrade
of the Central Garage/AECOM ($27,000)
BACKGROUND
A professional services agreement with AECOM was reported to the Common Council on August
28, 2012. At that time, it was noted that additional engineering services would be required to assist
with the development of the plans and specifications for the new facility.
The following services are included in this amendment relative to the existing Central Garage
property and building: additional subsurface investigation and laboratory analytical testing,
preparation of bidding specifications and bidding assistance for excavation of petroleum-impacted
soil associated with the former road oil tanks and the Oshkosh School District Maintenance Building
used oil tank, documentation of the cleanup of impacted soil, and additional correspondence with
the Wisconsin Department of Natural Resources.
ANALYSIS
AECOM was chosen due to their experience with the Central Garage property and past experience
providing environmental and geotechnical engineering services on previous City of Oshkosh
projects.
FISCAL IMPACT
Staff has reviewed the amendment and costs. The cost of these services is estimated to be $27,000
and funding is included in the Property Improvements Section of the Capital Improvement Program.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be procured without the use of formal,
sealed quotes. I have reviewed this amendment and in accordance with Section 12-16 of the Code,
I am hereby recommending that the Common Council approve the award of this engineering
services amendment.
