OSHKOSH COMMUNITY-WIDE GHG ASSESSMENT
Steve Barney gave the Board an overview of the project that he and Elizabeth Schultz worked on. Ms.
Schultz stated the report is based on data from 2006-2010 and it showed there was a trend for decreased
emissions along with the downturn in the economy. She also said it showed as the economy improved
emissions increased. The data included data from the State of Wisconsin Department of Transportation, City
of Oshkosh, Winnebago County and Wisconsin Public Service with data for all residential, commercial and
industrial customers including municipal operations. Ms. Schultz reminded the Board the municipal
assessment completed in 2009 was a more detailed looked at those operations. She also stated the best data
available was used in this assessment. In addition, prior to the completion of ICLEI Milestone 1, the future
emission forecasts must be determined prior to moving on to ICLEI Milestone 2, which is setting reduction
targets.

The Board then established the next Energy Efficiency Subcommittee Meeting to occur on November 5 at
3 pm.
SAB INTERN
Robin Leslie stated that Lori Hoover, who was the SAB intern over the summer, finished her internship
early and was not able to complete the implementation plan for the Sustainability Plan. Ms. Leslie then
directed the Board to propose a sponsor for a new intern to start in 2013. She said the intern will work in the
Planning Services Division office with minimal supervision from staff but instead will need to be directed
by an SAB sponsor. She mentioned the intern will need a work plan for projects based on the Board’s goals
and implementation plan for Sustainability Plan for the SAB. Margy Davey stated she thought they would
have no problem coming up with a sponsor.
