HomeMy WebLinkAbout06. 12-567 NOVEMBER 27, 2012 12-567 RESOLUTION (CARRIED___7-0____ LOST _______ LAID OVER _______ WITHDRAWN _______) PURPOSE: AWARD BID TO TOM VANHANDEL CORP FOR DEMOLITION OF ROADWAY BUILDING & SCATTERED SITES ($181,758) INITIATED BY: COMMUNITY DEVELOPMENT REDEVELOPMENT AUTHORITY: Approved WHEREAS, the City of Oshkosh has heretofore advertised for bids for demolition of the former Roadway Express building at 2449 STH 44, owned by the City of Oshkosh, and scattered sites throughout the City, owned by the Redevelopment Authority; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: TOM VANHANDEL CORP. 1830 E. Edgewood Drive Appleton, WI 54913 TOTAL BASE BID: $130,216 DEDUCT B-1: ( 17,500) TOTAL ALT. 1: $ 8,500 TOTAL ALT. 2: $ 7,892 TOTAL ALT. 2a: $ 1,650 DEDUCT ALT. 3: ($ 500) DEDUCT ALT. 3a: ($ 1,000) TOTAL ALT. 4: $ 52,500 TOTAL BASE BID & ALTERNATES: $181,758 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. No. 527-1040-1211-00000 TIF #7 Fund-Contractual Services O.IHKOJH ON THE WATER TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis Community Development Director DATE: November 21, 2012 RE: Award Bid to Tom VanHandel Corp for Demolition of Roadway Building and Scattered Sites BACKGROUND/ANALYSIS On November 16, 2012, the City opened bids for the demolition of the former Roadway Express Building at 2449 STH 44 (owned by the City), 1008 Oregon Street (owned by the Redevelopment Authority) and 3 properties in the Middle Village—235 Ida Ave., 654 Frederick St., and 118 W. Parkway Avenue (all owned by the Redevelopment Authority). The bid also includes crushing a pile of concrete at the former Oshkosh School District Maintenance Building on Campbell Road(owned by the City),the future site of the new City Garage. FISCAL IMPACT The City was awarded a WHEDA grant($15,000 per property)to pay for demolition and asbestos abatement related costs of the properties in the Middle Village - Ida Avenue, Frederick Street and Parkway Avenue. Funds for demolition of the former Roadway Express Building were escrowed last year in TIF #7. Funds for 1008 Oregon Street will come from Great Neighborhoods funds, as it is the intent to use the property for a future green space. Funds for the concrete pile at the former Maintenance building on Campbell Road will come from capital improvement program funds for the new City Garage. RECOMMENDATION The Redevelopment Authority approved of awarding the bid to Tom VanHandel Corp for the Middle Village properties and the Oregon Street property at its November 20th meeting. Council is being asked to award the bid of$181,758 for all demolition projects.
