SUBJECT: Professional Service Agreement with AECOM for Consulting Services relating to
the demolition of the Roadway Express trucking terminal at 2449 STH 44 and a
blighted commercial building at 1008 Oregon Street
BACKGROUND
The Community Development Department requested an environmental, permitting and
demolition services contract from AECOM for two City-acquired properties. The City Council
approved the acquisition of each property, and this work is required for demolishing the existing
structures to make each site ready for future reuse and redevelopment.
ANALYSIS
The scope of services includes environmental investigation and documentation required for
permitting the demolition of these properties with the WisDNR, and creating the bidding
documents and specifications required to comply with said permits.
The Roadway Express property on STH 44 was purchased for redevelopment as office building
or similar use. The City has allowed Oshkosh Corporation to lease the facility for truck parking
since December, 2011. The City will be demolishing the building in December, 2012 and the
trucks will no longer be parked on the property. The City Council authorized the purchase and
demolition of the building as part of TID #7. OAEDC will continue marketing the property for
office or business park uses.
The 1008 Oregon Street property is blighted and has numerous correction orders on the
property. The RDA and City Council authorized the purchase and demolition of the property as
part of blight elimination in the City. The site will remain green space until it could be combined
with other surrounding properties for future reuse and redevelopment.
FISCAL IMPACT
The funds for the Roadway Express work were escrowed as part of TID#7 in account 527-1040-
1211-00000. The funds for 1008 Oregon Street were allocated from the Great Neighborhoods
program account 323-0740-7216-06134.
