PURPOSE: APPROVE PURCHASE OF HUMAN RESOURCE ADDITIONAL
SERVICE MODULES FOR HUMAN RESOURCES DIVISION FROM
NEOGOV ($25,175.00)
INITIATED BY: PURCHASING DEPARTMENT
WHEREAS, the Human Resources Division is currently using the NEOGOV
Recruiting/Applicant Tracking service module with an annual subscription of $9,000; and
WHEREAS, the Human Resources Division would like to implement two new
additional modules: New Hire/Onboarding Management and Performance Evaluations/
Goals Management; and
WHEREAS, the annual subscription cost of $16,175 for both new modules will
increase the efficiency and effectiveness of this Division.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed to purchase
annual subscriptions of all three Human Resource modules identified above from:
NEOGOV

BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to enter into an appropriate agreement for the purpose of same. Money for
this purpose is hereby appropriated from:

RE: Approve Purchase-Human Resource Service Modules
BACKGROUND
In 2011 the HR Division began implementing the NEOGOV Recruiting/Applicant Tracking
service module. This module automates the application, selection, screening and interview
processes and interfaces with our payroll system. This module has been well received by
applicants and has allowed the HR Division to be more responsive and effective with recruitment
activities. This module's annual subscription is $9,000 and is budgeted annually in the HR
Division's operating budget.
ANALYSIS
To build upon the success of the initial NEOGOV service module and to continue to expand the
effectiveness of the NEOGOV system, the HR Division is seeking to implement two additional
service modules. These modules include the New Hire / Onboarding Management service
module and the Performance Evaluations / Goals Management service module. The New Hire
module coordinates new hire paperwork,processes,training and provides employees the ability to
complete forms, read documents and watch informational videos online. The Performance
Evaluations / Goals Management service module provides opportunities to maximize
productivity, motivate and retain talent, measure competencies & goals, develop succession plans
and automate the employee appraisal process. This module is especially important for the
refinement of our performance management system in order to provide a foundation for
fulfillment of Council directives illustrated in the strategic plan and City Manager goals related to
performance management. The HR Division is seeking to implement these two additional
modules immediately at an annual subscription of $16,175. The service agreement for all of
these modules have an auto-renew provision. In keeping with Section 12-8 of the Municipal
Code these agreements may not exceed a maximum of five years in duration without a
subsequent review and/or renewal.
FISCAL IMPACT
The total fiscal impact for the two additional modules is ($16,175). If approved,the total contract
with NEOGOV for all three modules would be $25,175. Funding for all three modules in 2013
($25,175) is budgeted in the HR Division's 2013 operating budget. Costs for these modules
would be charged to A/N #: 100-0040-6401-00000 which is currently over-expended. Any
overall charges in 2012 will be reconciled with fund balance at year end.

RECOMMENDATION
Purchasing recommends the Common Council approve the purchase of two additional Human
Resource Service Modules to NEOGOV for $16,175 for 2012 and approve the ongoing annual
costs of$25,175 for all three modules for the balance of the agreement.
