RE: Professional Professional Services Agreement for Property Appraisal of Parcels to be Acquired for
the Proposed Public Works Field Operations Facility (Central Garage)
As you are aware, the Common Council approved the Witzel Avenue location for construction of
the new Central Garage. A Relocation Order has also been approved, which determined the
necessity to acquire more properties located on West 3rd Avenue and South Campbell Road.
The next step in the acquisition process is for the City to have an appraisal created for each
parcel and submitted to all property owners. The Department of Public Works has previously
utilized Lockly Valuation Services of Milwaukee for appraisal services and they have hired Mr.
Lockly to complete these appraisals for a fee of $37,800. Funding is included in the Property
Improvements Section of the Capital Improvement Program. We anticipate that the reports will
be completed through the November— December timeframe. It is also anticipated that approval
of these property acquisitions will be scheduled for Common Council consideration during the
first half of 2013.
Chapter 12 of the Municipal Code provides that professional services of a specialized nature,
including real estate appraisal services, may be approved by the City Manager without the use
of formal, sealed quotes. In accordance with Section 12-16 of the Code, I am hereby submitting
this report regarding this professional services agreement.
