The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27-23(A-11) of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows: A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS CHURCH AVENUE Remove Therefrom: 30-minute parking, north side, from 88 feet west of Division Street to 194 feet west of Division Street from 8:00 a.m. to 6:00 p.m., Monday through Friday. Add Thereto: Loading zone, north side, from 154 feet west of Division Street to 194 feet west of Division Street. Add Thereto: 2-hour parking, north side, from 88 feet west of Division Street to 154 feet west of Division Street from 8:00 a.m. to 6:00 p.m., Monday through Friday. CLOVER STREET Add Thereto: No parking, east side, from Winchester Avenue to 260 feet north of Winchester Avenue. SECTION 2. That Section 27-23(A-11) of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows: A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS JOSSLYN STREET Remove Therefrom: No parking, west side, from 260 feet north of Witzel Avenue to 425 feet north of Witzel Avenue. Add Thereto: No parking, west side, from 280 feet north of Witzel Avenue to 425 feet north of Witzel Avenue. Add Thereto: Bus loading zone, west side, from Witzel Avenue to 280 feet north of Witzel Avenue between the hours of 7:00 a.m. and 4:00 p.m. on school days. SECTION 3. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage, except for Section 2, which will go into effect upon the installation of hard surface areas in the terrace that will allow for safe loading and unloading of bus passengers. The ordinance changes parking regulations on Church Avenue, Clover Street, Commerce Street, Josslyn Street, Oshkosh Avenue, Shawano Avenue, and 5th Avenue. Rohloff, City Manager FROM: Christopher Strong, Transportation Director DATE: September 19, 2012 RE: Explanation of Traffic Regulations Ordinance Changes SECTION 1: SECTION 27-23 (A-11) PARKING REGULATIONS A REQUEST FOR A LOADING ZONE ON THE NORTH SIDE OF CHURCH AVENUE FROM 154 FEET WEST OF DIVISION STREET TO 194 FEET WEST OF DIVISION STREET. (CURRENT CONDITION: 30-MINUTE PARKING BETWEEN 8:00 A.M. AND 6:00 P.M., MONDAY THROUGH FRIDAY.) This is a church request. First Presbyterian Church has paved portions of the terrace on its Church Avenue frontage, in order to help passengers walk from vehicles to the church building. The church has had an issue with these paved areas being blocked on Sundays, making it difficult for pedestrians with mobility challenges. The request would "clear" approximately two vehicles worth on on-street parking adjacent to and east of the church's Church Avenue driveway, in front of one of these paved areas. While the loading zone will primarily be used on Sundays, it may find use at other times with church functions, as well as for traffic related to the church's preschool. Therefore, the loading zone is not restricted to specific days of the week or times of day. The 30-minute parking area is relatively short in duration, so little usage is experienced on most weekdays. The conversion of a couple of spaces to a loading zone designation should not have any impact on on-street parking availability in this area. PASSED BY TRAFFIC REVIEW BOARD (7-0) A REQUEST FOR 2-HOUR PARKING ON THE NORTH SIDE OF CHURCH AVENUE FROM 88 FEET WEST OF DIVISION STREET TO 154 FEET WEST OF DIVISION STREET BETWEEN THE HOURS OF 8:00 A.M. AND 6:00 P.M., MONDAY THROUGH FRIDAY. (CURRENT CONDITION: 30-MINUTE PARKING BETWEEN 8:00 A.M. AND 6:00 P.M., MONDAY THROUGH FRIDAY.) Page 2 of 4 Explanation of Traffic Ordinance Changes This is a Transportation Department request. In researching the preceding request, staff noted that the current parking restriction on this portion of Church Avenue is 30 minutes. This is a very short parking duration for spaces which is unusual even in downtown, where more frequent turnover of parking spaces is encouraged. The request would convert the existing 30 minute duration to 2 hours, which is consistent with on-street parking areas to the west and east. PASSED BY TRAFFIC REVIEW BOARD (7-0) A REQUEST FOR NO PARKING ON THE EAST SIDE OF CLOVER STREET FROM WINCHESTER AVENUE TO 260 FEET NORTH OF WINCHESTER AVENUE. (CURRENT CONDITION: UNRESTRICTED PARKING.) This is a citizen request. This section of Clover Street has a narrow right-of-way (50 feet), of which only 22 feet is paved. Under these cases, the City's guidelines (see Table 1) recommend that on- street parking be restricted to one side of the street. The citizen has requested parking be removed from the east side of the street, which is the side which fronts her property. If a parking restriction were to be enacted, it seems to make more sense to limit parking on the east side of the road. The west side of the street has multi-family residences, which are more likely to generate on-street parking demand than the single-family residences on the east side of the street. PASSED BY TRAFFIC REVIEW BOARD (7-0) A REQUEST FOR A LOADING ZONE ON THE WEST SIDE OF COMMERCE STREET FROM 180 FEET NORTH OF CEAPE AVENUE TO 202 FEET NORTH OF CEAPE AVENUE. (CURRENT CONDITION: 30-MINUTE PARKING.) This is a business request. In 2010, the Council approved the conversion of a loading zone at this location to 30- minute parking, to provide consistency with much of the rest of this block. Caramel Crisp subsequently made renovations to its retail operation which would make it helpful to have the loading zone re-instated. A downtown parking utilization study conducted earlier this year showed about 60 percent occupancy of the 30-minute parking on the west side of Commerce Street. The conversion of one 30-minute parking space will still leave adequate capacity to accommodate the remaining parking demand in this area. PASSED BY TRAFFIC REVIEW BOARD (7-0) .. . . ....._..... Page 3 of 4 Explanation of Traffic Ordinance Changes A REQUEST FOR NO PARKING ON THE OSHKOSH AVENUE FRONTAGE ROAD FROM KOELLER STREET TO ITS EASTERN TERMINUS. (CURRENT CONDITION: UNRESTRICTED PARKING.) This is a Department of Public Works request. As a part of the construction of STH 21, a new frontage road was created south of Oshkosh Avenue, to access some properties south of Oshkosh Avenue. This frontage road, with a maximum travel width of 24 feet, provides access to five properties on the south side of Oshkosh Avenue. Please see the attached schematic. As noted in Table 1, a parking restriction on at least one side is appropriate in cases like these. However, since the frontage road is short and has no outlet, it makes sense to prohibit parking on both sides, in order to allow vehicles more space to turn around. If there is strong interest among nearby property owners, it may be possible to allow a limited amount of parking on the south side of the alley, east of the westernmost driveway. However, it is unclear how many could be accommodated without hindering the ability of larger vehicles of successfully using the turnaround. PASSED BY TRAFFIC REVIEW BOARD (7-0) A REQUEST FOR UNRESTRICTED PARKING ON THE NORTH SIDE OF SHAWANO AVENUE BETWEEN BAY STREET AND BOWEN STREET. (CURRENT CONDITION: NO PARKING DURING THE MONTHS OF DECEMBER, JANUARY, FEBRUARY AND MARCH.) This is a Transportation Department request. Shawano Avenue is a low-volume local street connecting Bay Street and Bowen Street. Parking regulations on this street were examined in December 2008, when the Traffic Review Advisory Board supported a similar request. The request, in turn, was strongly supported through a neighborhood petition (please see attached). The Common Council amended the request at its January 13, 2009 meeting to prohibit parking on the north side of the street during the winter months, over the concern that the narrow street width could create a problem for emergency vehicle access. A recent street construction project has widened the street to 32 feet. Restoring parking year-round on the north side of the street agrees with the guidelines in Table 1. Staff is not aware of special challenges with high traffic volumes, on-street parking utilization or sight distance that would necessitate parking prohibitions. PASSED BY TRAFFIC REVIEW BOARD (7-0) A REQUEST FOR NO PARKING ON 5TH AVENUE FROM 275 FEET WEST OF LILAC STREET TO ITS WESTERN TERMINUS. (CURRENT CONDITION: UNRESTRICTED PARKING.) Page 4 of 4 Explanation of Traffic Ordinance Changes This is a citizen request. Cul-de-sacs typically have a wider bulb at the end in order to allow vehicles to turn around. Larger diameter turnarounds are necessary to accommodate larger vehicles, including municipal vehicles such as fire trucks and snow plows. There is a cul-de-sac at the end of 5th Avenue which has a paved area of 50' in diameter. This is smaller than the 70'-80' diameter that is typically specified for new cul-de-sacs. Vehicle parking in this bulb reduces the effective diameter even further. This request would prohibit parking in the bulb only, and not affect the rest of the street. There appears to be adequate parking capacity for the adjacent residential and commercial land uses. PASSED BY TRAFFIC REVIEW BOARD (7-0) A REQUEST FOR A BUS LOADING ZONE ON THE WEST SIDE OF JOSSLYN STREET FROM WITZEL AVENUE TO 260 FEET NORTH OF WITZEL AVENUE BETWEEN THE HOURS OF 7 AM AND 4 PM ON SCHOOL DAYS. (CURRENT CONDITION: UNRESTRICTED PARKING.) This is a school bus company request. The combined campus of Lourdes Academy (formerly Lourdes High School) and St. John Neumann Middle School attracts a significant number of school buses, to transport students to and from these schools, as well as to serve as a transfer point for other school buses. Prior to this year, these school buses have used a pull-off, circular driveway off of Witzel Avenue. As a part of its traffic management plan, the schools plan to convert this driveway to a pick-up/drop-off zone for middle school students. To accommodate this, Kobussen Bus, the schools' current student transportation contractor, wishes to relocate the bus loading area to the west side of Josslyn Street. At 36 feet wide, Josslyn Street is sufficiently wide to accommodate bus parking. The introduction of bus parking here should not introduce any new challenges with respect to sight distance. The relocation of bus loading may make it easier for buses to enter into the flow of traffic on Witzel Avenue. The key issue with this request is that there is currently only one section of paved terrace in this area, which serves as a driveway for a school building. In general, when snow accumulates on unpaved terraces, students will not have a safe way to board the buses. The bus company is in communication with the school about addressing this issue. PASSED BY TRAFFIC REVIEW BOARD (7-0) 0/1-KOJH ON THE WATER MEMORANDUM TO: Mark A. Rohloff, City Manager FROM: Christopher Strong, Transportation Director DATE: September 19, 2012 RE: Items Defeated by the Traffic Review Board at their September 11, 2012 Meeting A REQUEST FOR UNRESTRICTED PARKING ON THE NORTH SIDE OF 7TH AVENUE FROM KNAPP STREET TO SOUTH SAWYER STREET. (CURRENT CONDITION: NO PARKING.) This is a citizen request. Parking was restricted on this street before 1980 due to narrow lane widths. There was a neighborhood request to allow parking in the evening hours in 1993; however, the Board turned this down because of continued concerns over the street width. Through a City reconstruction project this year, the street was widened from 28 feet to 32 feet earlier this year. The guidelines shown in Table 1 relate the type of parking restriction that is appropriate for each street, according to its width. In these cases, some of the factors that have been considered are traffic volumes, relative utilization of on-street parking, and presence of factors which could reduce sight distance. None of these factors seem to suggest the need to restrict on-street parking at this location. Excerpt from the Traffic Review Advisory Board meeting minutes: Mr. Donald Berger, 1152 W. 7th Avenue, was opposed to this request. He felt parking on both sides of the street would make it difficult to access their driveways. He presented the Board with a petition, signed by 26 residents on W. 7th Avenue, in opposition to this request. Mr. Dan Eckstein, 1152 W 7th Avenue, agreed with Mr. Berger and was opposed to this request. Mr. Kline was inclined to go along with what the property owners preferred.
