PURPOSE: AUTHORIZE PURCHASE OF ADDITIONAL WATER METERS AND
TRANSMITTERS FROM HD SUPPLY WATERWORKS FOR 2012
FOR THE WATER UTILITY DIVISION ($107,370.00)
INITIATED BY: PURCHASING DEPARTMENT
WHEREAS, the Water Utility Division has standardized upon a Sensus water meter
reading system which requires the annual purchase of Sensus water meters and
transmitters until all equipment is installed system-wide; and
WHEREAS, the Water Utility Division has placed more ¾ inch meters than
anticipated, and is requesting an additional 600 ¾ inch meters and associated transmitters
to continue with the installation process, and
WHEREAS, HD Supply Waterworks is the supplier for the standardized Sensus
water meters and transmitters and it is therefore necessary to purchase additional water
meters and transmitters pursuant to section 12-11 of the Oshkosh Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed to purchase
water meters and transmitters from:
HD Supply Waterworks
15655 W. Rodgers Drive
New Berlin, WI 53151
Total: $107,370.00
BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to enter into an appropriate agreement for the purpose of same. Money for
this purpose is hereby appropriated from:

RE: Waive Bids & Authorize Purchase of Additional Water Meters and Transmitters for 2012
for the Water Utility Division ($107,370.00)
BACKGROUND
On September 13, 2006, the Common Council approved waiving bids for a new Sensus water meter
reading system utilizing wireless technology. This approval also included the annual purchase of Sensus
water meters/transmitters until all the equipment is installed system-wide within the next 2 to 3 years. As
of July 2012, the system is approximately 69% complete. On December 27, 2011, the Common Council
approved waiving bid for the Sensus Meter/transmitter order for 2012 from HD Supply, New Berlin,
Wisconsin. This order included 2,400 5/8 inch and 3/4 inch meters that are typically used in residential
installations. These were expected to last the entire year, but due to the placement of more 3/4 inch
meters than anticipated, we are running low on 3/4 inch meters. We would like to order an additional 600
3/4 inch meters and associated transmitters at the 2012 pricing in the amount of$107,370.00.
ANALYSIS
The purchase of these additional meters will allow us to stay on track with the meter replacement program
and maintain our flexibility in scheduling meter changes at locations with 3/4 inch meters.
FISCAL IMPACT
The fiscal impact will be an addition of $107,370.00 (600 meters/transmitters) to the $443,045.00 (2,584
meters/transmitters) previously approved, bringing the total to $550,415.00 (3,184 meters/transmitters).
These purchases are made from the Water Utility-Meter Inventory account 541-1810-1502-00000. As a
matter of comparison, the 2010 order cost was $537,916.80 to replace 3,158 meters and the 2011 order
cost was$347,486.50 to replace 2,892 meters.
RECOMMENDATIONS
I recommend that Common Council waive bids (pursuant to Section 12-11 of the Oshkosh Municipal
Code using standardization as the overriding consideration) and authorize additional water meters and
transmitters be purchased at the previously approved 2012 pricing from HD Supply Waterworks, New
Berlin, WI 53151 in the amount of$107,370.00.
