HomeMy WebLinkAbout49. 12-489 SEPTEMBER 25, 2012 12-489 RESOLUTION (CARRIED__7-0_____ LOST _______ LAID OVER _______ WITHDRAWN _______) PURPOSE: REQUEST A PORTION OF THE PROJECTED STATE SURPLUS BE Deleted: ¶ USED TO PROVIDE PROPERTY TAX RELIEF THROUGH RESTORATION OF SHARED REVENUE FUNDING INITIATED BY: CITY ADMINISTRATION Deleted: ¶ WHEREAS, the current State Budget, 2011 Wisconsin Act 32, cut Shared Revenue Funding for municipalities by $48 million in 2012; and WHEREAS, the cut in 2012 marked the third time in ten years shared revenue was cut to help address the state’s fiscal difficulties, including a $57.6 million cut in 2004 and a $23 million cut in 2010; and WHEREAS, the City of Oshkosh Shared Revenue and Expenditure Restraint Revenue was reduced by a combined $1,192,787 in 2012; and WHEREAS, the City of Oshkosh is projected to have its Shared Revenue and Expenditure Restraint Revenue reduced by a combined $33,700 in 2013; and WHEREAS, these reductions in State Aid have the unintended consequence of raising local property taxes or reducing the ability of the City to provide current or enhanced services and the ability of the City to provide for local economic growth; and WHEREAS, Governor Walker and legislative leaders have made job creation and economic growth a top priority; and WHEREAS, to create jobs and economic growth, municipalities must invest in services that businesses demand, such as police protection, fire suppression, road maintenance, and snowplowing; and WHEREAS, to create jobs and economic growth, municipalities must invest in infrastructure that businesses demand, such as sewer pipes, water mains, roads, culverts, and bridges; and Formatted: Justified, Right: 0.2", WHEREAS, to create jobs and economic growth, municipalities must invest Tabs: 6.44", Left significant funds in a variety of development tools, such as development incentives and grants, business incubators, recruitment and retention efforts, community branding, public/private partnerships, economic development networks, urban service area SEPTEMBER 25, 2012 12-489 RESOLUTION CONT'D WHEREAS, a strong infrastructure for economic growth, which includes an efficient and effective transportation system to serve the workers and business community, is vital and necessary to the future of our state; and WHEREAS, the State of Wisconsin recently announced that tax revenues were projected to be $126 million higher than budgeted; and WHEREAS, the increase in revenue was attributed to economic growth and new jobs being created in Wisconsin; and WHEREAS, the State should reinvest a portion of this revenue growth in local communities to spur further job creation and economic growth and put Wisconsin on the road to permanent financial stability; NOW, THEREFORE, BE IT RESOLVED that the Common Council for the City of Oshkosh urges the Governor and the Legislature to immediately restore the$48 million cut in shared revenue while municipalities are preparing their 2013 budgets so that taxpayers can receive relief on their 2013 tax bill.
