SEPTEMBER 25, 2012 12-452 RESOLUTION (CARRIED__7-0_____ LOST _______ LAID OVER _______ WITHDRAWN _______) PURPOSE: APPROVE SPOT BLIGHT DESIGNATION AT 667 BOWEN STREET TO ASSIST NEIGHBORWORKS OSHKOSH WITH ACQUISITION INITIATED BY: COMMUNITY DEVELOPMENT & NEIGHBORWORKS OSHKOSH REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to assist in the elimination and prevention of blight and blighting influences and to promote urban renewal; and WHEREAS, NeighborWorks Oshkosh has requested that the Redevelopment Authority spot blight the property at 667 Bowen Street to assist them in obtaining State and/or Federal funds to offset costs associated with rehabilitation of the existing structure for resale as a single family home to a qualified homebuyer; and WHEREAS, Wisconsin Statutes provides that the Redevelopment Authority may assist in private acquisition, improvement and development of blighted property for the purpose of eliminating its status as blighted property with approval by the local legislative body; and WHEREAS, the property at 667 Bowen Street exhibits conditions cited under Section 66.1333 (2m)3.(bm) of the Wisconsin Statutes that consider said property to be blighted; and WHEREAS, the Redevelopment Authority conducted a public hearing and approved of the spot blight designation for 667 Bowen Street at its September 19, 2012 meeting. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that: SEPTEMBER 25, 2012 12-452 RESOLUTION CONTD 1. Findings and Determinations. It has been found and determined and is hereby declared that: (a) conditions of blight exist at the Property; and (b) a comprehensive plan of redevelopment is not necessary with respect to the private redevelopment of the Property or the relation of the redevelopment of the Property to other property redeveloped by the City of Oshkosh and Redevelopment Authority. 2. Spot Blight Designation. The Common Council hereby finds that the Property is a blighted property in need of rehabilitation and blight elimination under the meaning in Section 66.1333 (2m)3.(bm) of Wisconsin Statutes. OJHKOIH ON THE WATER TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis Community Development Director DATE: September 19, 2012 RE: Approve Spot Blight Designation at 667 Bowen Street to Assist NeighborWorks Oshkosh with Acquisition BACKGROUND/ANALYSIS NeighborWorks Oshkosh would like to purchase 667 Bowen Street as part of their program to improve neighborhoods. NeighborWorks was allocated CDBG dollars from the City that will be used to acquire this property. However, 667 Bowen Street is not within a redevelopment area, and in order for NeighborWorks to acquire the property, the Redevelopment Authority(RDA)must spot blight the property and the local legislative body must concur with the RDA's designation. NeighborWorks plans to purchase the two-family structure, rehab it and convert it back to a single family home. The property will then be sold to a qualified homebuyer. FISCAL IMPACT None anticipated as NeighborWorks will acquire the property and rehab it, which will increase the tax base. RECOMMENDATION The Redevelopment Authority unanimously approved of the spot blight designation at its September 19, 2012 meeting. Staff asks that Council concur with the RDA's spot blight designation to permit NeighborWorks to acquire the property.
