HomeMy WebLinkAbout11. 12-451 SEPTEMBER 25, 2012 12-451 RESOLUTION (CARRIED__7-0_____ LOST _______ LAID OVER _______ WITHDRAWN _______) PURPOSE: APPROVE PHASE II OF GREAT NEIGHBORHOODS CAPITAL IMPROVEMENT PROGRAMS FUNDING IN THE AMOUNT OF $80,000; APPROVE REALLOCATION OF $5,500 IN PHASE I FUNDING INITIATED BY: COMMUNITY DEVELOPMENT WHEREAS, the Common Council approved funds in the 2011 Capital Improvement Program for public improvements to be undertaken as part of a Great Neighborhoods Program; and WHEREAS, the Common Council previously approved funding in the amount of $170,000 for Phase I activities/improvements, and Phase I activities/expenditures appear to be under budget; and WHEREAS, staff is recommending the following activities and/or improvements be undertaken with said funds as Phase II of the Great Neighborhoods Program and with $5,500 in reallocated Phase I funds: 1) Community Gardens/Beautification Projects $ 3,500 2) Demolition of 1008 Oregon Street $ 30,000 3) Property Acquisition / 235 Ida Avenue $ 40,000 4) Property Acquisition / 628 Franklin Street $ 12,000 TOTAL Phase II projects $ 85,500 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that $5,500 is hereby reallocated from Phase I funded activities to Phase II activities/improvements. BE IT FURTHER RESOLVED that Phase II funded activities/improvements of the Great Neighborhoods Program, as noted above, are hereby approved in the amount of $85,500 and the proper City officials are hereby authorized and directed to take those steps necessary to implement said program. C O.IHKOJH oN n1E WATER TO: Honorable Mayor and Members of the Common Council FROM: Robin Leslie V Principal Planner DATE: September 20, 2012 RE: Approve Second Phase of Great Neighborhoods Capital Improvement Program Funding BACKGROUND The Council approved allocations of$250,000 each in the 2011 and 2012 City of Oshkosh Capital Improvement Program for Great Neighborhoods Program Public Improvements. On May 9, 2012 Council approved Phase I Great Neighborhoods Capital Improvement Program funding in the amount of$170,000 from the 2011 CIP. Since then, the following have either been completed or are underway: Phase I Projects Completed: Stevens Park Mill/Waugoo/Bowen Street ROW Triangle Beautification Project $1,580.75 600 Block Jefferson Street Community Garden $1,401.72 Phase I Projects Underway: Stevens Park Improvements (pathways, tennis court, bleachers) $101,500 Terrace Tree Planting $25,000 Neighborhood Signage $5,000 Historic District Street Signs $15,000 Total of completed & underway $149,482.47 Phase I approved funding $170,000 PHASE II ANALYSIS After consultation with the neighborhood associations of Stevens Park, Middle Village, Millers Bay and city staff, the following items are being proposed for Council consideration for Phase II of this program from 2011 CIP: Phase II Projects Recommended 1. Community Gardens/Beautification Projects $3,500 -Stevens Park Community Garden Fencing -Millers Bay/George Washington Statue Area Beautification Project 2. Demolition of 1008 Oregon Street Structure $30,000 -City owned blighted property -Future site of green space for Oregon Street businesses 3. Property Acquisition 235 Ida Avenue $40,000 -Part of WHEDA grant project to remove blight/provide green space -Future site of green space for Middle Village Neighborhood -Lot combination of 235 Ida Street& 628 Franklin Street 4. Property Acquisition 628 Franklin Street $12,000 -Part of WHEDA grant project to remove blight/provide green space -Future site of green space for neighborhood -Lot combination of 235 Ida Street & 628 Franklin Street Total for Phase II projects $85,500 Total 2011 CIP Great Neighborhoods Program Funding $250,000 Phase I (actual) $149,482.47 Phase II (requested) $85,500 -$5,500 reallocated Phase I funds -$80,000 remaining unallocated 2011 Great Neighborhoods CIP funds Balance Unallocated Phase I funding $15,017.53 -These funds could be used for projects for Phase III and would require additional Council approval. FISCAL IMPACT No additional costs anticipated. RECOMMENDATION Staff is recommending approval of the Second Phase of Great Neighborhoods Capital Improvement Program Funding Approved, City Manager
