HomeMy WebLinkAbout09. 12-449 SEPTEMBER 25, 2012 12-449 RESOLUTION (CARRIED__7-0_____ LOST _______ LAID OVER _______ WITHDRAWN _______) PURPOSE: APPROVE DETERMINATION OF NECESSITY TO ACQUIRE PROPERTY; AUTHORIZE REDEVELOPMENT AUTHORITY TO ACQUIRE 136 WEST 9TH AVENUE WITH COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS INITIATED BY: REDEVELOPMENT AUTHORITY/COMMUNITY DEVELOPMENT REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved WHEREAS, the Redevelopment Authority and Common Council previously approved the South Shore Redevelopment Project Area; and WHEREAS, it is in the best interests of the citizens of the City of Oshkosh to acquire property to improve residential neighborhoods and eliminate blighting conditions within said Redevelopment Area; and WHEREAS, the owner of 136 West 9th Avenue is willing to sell the property to the Redevelopment Authority; and WHEREAS, the Redevelopment Authority approved acquiring said property for $33,000 at its September 19, 2012 meeting. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the Common Council certifies it is necessary for the Redevelopment Authority to acquire the property at 136 West 9th Avenue pursuant to the provisions of Chapter 66 of the Wisconsin Statutes. BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials are authorized and directed to purchase said property for $33,000 and execute all documents necessary to consummate this transaction. Money for this purpose is hereby appropriated from Acct. No. 303-0740-7208-16917 CDBG Central City Redevelopment. OfHKOIH ON THE WATER TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis Community Development Director DATE: September 19, 2012 RE: Approve Determination of Necessity to Acquire Property; Authorize Redevelopment Authority to Acquire 136 West 9th Avenue with Community Development Block Grant Funds BACKGROUND The Common Council and Redevelopment Authority previously approved the South Shore Redevelopment Area, and associated TIF plan, in part to eliminate blighting conditions and improve neighborhoods within the designated Redevelopment Area. Since the Redevelopment Area was created, various parcels have been acquired, buildings demolished and some new development has occurred. ANALYSIS The owner of 136 West 9th Avenue approached staff to acquire their property for$33,000. The property has been vacant for about one year during which time the owners attempted to sell it without any success. The assessed value of the house is $64,500. Community Development Block Grant funds are available for acquisition costs. FISCAL IMPACT None anticipated. RECOMMENDATION. Staff recommends acquiring the property for future land assemblage for a redevelopment site. The Redevelopment Authority unanimously approved of the acquisition at its September 19, 2012 meeting.
