MEMORANDUM
TO: Honorable Mayor and Members of the Common Council
FROM: David C. Patek, Director of Public Works bc.43
DATE: September 6, 2012
RE: Disposition of Surplus Property at 1615 Crystal Springs Avenue
BACKGROUND
In March of 2012, the Common Council approved a revised relocation order which authorized the
purchase of this property. This property was required to allow for creation of an overflow route for flood
water from the National Guard Armory area detention basin when a precipitation event exceeds the
storage capacity of the basin.
ANALYSIS
On August 15th, the Common Council finalized the purchase of this property. Similar to the previous
Common Council actions, we do not feel that the fixtures in this building have any value. Habitat for
Humanity of Oshkosh Restore has indicated that they would be willing to salvage material from the
building which can be resold at their store.
FISCAL IMPACT
This disposition will reduce the tipping fee expense for the disposal of the demolished building at the
Winnebago County Landfill.
RECOMMENDATION
I recommend approval of this disposition of the salvageable material from this property to Habitat for
Humanity of Oshkosh Restore.
