HomeMy WebLinkAbout08. 12-433 SEPTEMBER 11, 2012 12-433 RESOLUTION (CARRIED___6-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: WAIVE BIDS & CONTRACT WITH CENTRYSIS FOR REPAIR OF CENTRIFUGE GEARBOX FOR WASTEWATER TREATMENT PLANT FOR PUBLIC WORKS DEPARTMENT ($45,758.00) INITIATED BY: PUBLIC WORKS DEPARTMENT WHEREAS, it is necessary to repair a centrifuge gearbox at the Wastewater Treatment Plant; and WHEREAS, Centrisys is the sole entity identified who was able to provide the required repairs, and it is therefore necessary to waive bids pursuant to Section 12-11 of the Oshkosh Municipal Code. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed to waive bids and to enter into a contract for repair of the centrifuge gearbox: CENTRISYS CENTRIFUGE SYSTEMS th 9586 58 Place Kenosha, WI 53144 Total: $45,758.00 BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Brand, Public Works Utility Bureau Manager 50,1 8 /dp DATE: September 6, 2012 RE: Wastewater Treatment Plant Centrifuge Gearbox Repairs BACKGROUND The Wastewater Treatment Plant uses centrifuges to remove water from the anaerobically-digested biological solids to prepare this material for application to agricultural land as fertilizer. Both centrifuges started experiencing problems that was determined to be caused by issues with the planetary drive gearbox. This required that these units be shipped to a repair facility to be taken apart and evaluated for the necessary repairs to be made. Removing both of these gearboxes required that we find a loaner or rental gearbox so that we could continue to run one of the centrifuges or that we find a temporary dewatering alternative, such as belt press. This was not necessary because a rental gear box was available. ANALYSIS We first contacted Alfa Laval, the manufacture of our centrifuges to see if they had any spare drive units available for rent while the units were being repaired. They indicated they did not have any available and could not help us in this situation. We then contacted Centrisys Centrifuge Systems, which is a full-service supplier and repair facility for all makes of centrifuges. We have used Centrisys in the past and they have provided quality workmanship and value. Centrisys had a rebuilt gearbox on the shelf that would work on our model of centrifuge. Centrysys's manufacturing and repair facility are located in Kenosha and they ageed to rent the gearbox to us for $4,500 a month and could have it to us the next day. They also agreed to fast-track the analysis and provide quotes on the repairs for the gearboxes once they were able to take them apart and examine them at their repair facility. The gearboxes were shipped separately to the Centrisys repair facility for evaluation. The first gearbox repair quote was for$16,453. The repair work has been completed on this gearbox and it has been returned and reinstalled, so the rental unit could be returned. The second gearbox had more issues identified as needing repair. The quote for this gearbox is $45,758. The higher repair cost is related to the additional run time on this unit versus the first unit that was sent in. FISCAL IMPACT Funds are available in the Wastewater Utility's operating budget. RECOMMENDATIONS I recommend that bids be waived as allowed in Section 12-11 of the Municipal Code of the City of Oshkosh and that Centrisys Centrifuge Systems proposal in the amount of $45,758 be accepted for the rebuilding of the wastewater treatment plant centrifuge gearbox.
