PLAN COMMISSION RECOMMENDATION: Approved with conditions
BE IT RESOLVED by the Common Council of the City of Oshkosh that a planned
development to construct a University welcome and conference center, with associated
site improvements, at the southwest corner of Wisconsin Street and Pearl Avenue, per
the attached, is hereby approved with the following conditions:
1) Base standard modification to allow the existing parking facility within the
required front (Pearl Avenue) and side yard (south lot line) setbacks as depicted
on the site plan, until the parking lot is reconstructed.
2) Base standard modification to allow a 7 foot rear yard setback for parking.
3) Parking facilities for bicycles are incorporated in the site design.
4) Sidewalk is extended to connect to Wisconsin Street and installed through the
Osceola Street driveway.
5) Base standard modification to regulate building and ground signage for the
property as if it were in a C-1 Neighborhood Business zoning district with the
added conditions that ground signage be no taller than 15 feet and be
architecturally compatible with the building, as approved by the Department of
Community Development.
6) Landscaping around all mechanicals and surrounding the loading/service areas
as well as the refuse enclosure be designed to act as year-round screens, as
approved by the Department of Community Development.
7) Appropriate and safe vision at vehicular driveways is maintained, approved by
the Department of Public Works.
8) Grading, erosion control and stormwater management plans be reviewed and
approved by the Department of Public Works.
9) Refuse enclosure’s materials and design is architecturally compatible with the
main building.

BACKGROUND
The area included within this Planned Development approval request is located at the southwest corner
of Pearl Avenue and Wisconsin Street and consists of two parcels totaling 5 acres that are part of the
University of Wisconsin—Oshkosh campus. The proposed development includes use of the existing
parking lot on the northern parcel, which was also approved in 2011 as part of a Privilege in Street and
the development of the southern lot, which is currently vacant but was the former location of the
Deltox Rug Company/Reliance Warehouse.
ANALYSIS
The request involves development of an alumni welcome and conference center that is designed as a
"front door" facility for the campus to serve as a gathering point for students, alumni, public gatherings
as well as office space. The hours of operation will mainly be 7:00 am to 10:00 pm with occasional
variations for larger gatherings and will have 40 employees/staff and 50-200 visitors daily. The
request also includes continued use of the existing parking facility and is consistent with the City's
Comprehensive Plan as well as the UW-O Master Campus Plan. The building is proposed to be a 43-
foot tall, two story brick structure oriented to the northeast corner of Pearl Avenue and Wisconsin
Street. The structure and improvements are placed to meet setback standards with a few exceptions
which are addressed by base standard modifications. Vehicular access to the parking area is proposed
to utilize the existing driveway on Osceola Street and adding a new driveway on Pearl Avenue and a
new service drive access to the refuse enclosure and loading/service area. The parking lot will contain
204 stalls with a vehicle drop-off lane with pedestrian access in the form of sidewalks on all sides of
the building leading to the public walk and parking lot. Lighting plans have not yet been submitted but
will be required to meet code standards. Signage plans have also not yet been submitted but will be
allowed a base standard modification to regulate the signage as if it were in a C-1 Neighborhood
Business Zoning District. Landscaping plans have not yet been submitted but will be required to meet
code standards during the site plan review process and stormwater management plans have also not
been submitted at this time but will require approval by the Department of Public Works.
FISCAL IMPACT
None anticipated.
RECOMMENDATION
The Plan Commission approved of this request at its September 4, 2012 meeting.

GENERAL INFORMATION

Actions Requested:
The petitioner requests approval of a Development Plan for creation of a new University Welcome and
Conference Center with associated site improvements.
Applicable Ordinance Provisions:
Colleges are a permitted use within the proposed R-5 Multiple Dwelling District but the site is governed by
a Planned Development Overlay District zoning designation,requiring Development Plan approval for
improvement to the site and design of the Welcome and Conference Center. The Zoning Ordinance
establishes criteria and guidelines for establishment and/or amendment of a PD Overlay District in Section
30-33.
Property Location and Type:
The area included within this Planned Development approval request is located at the southwest corner of
Pearl Avenue and Wisconsin Street and consists of two parcels totaling approximately 5 acres. The two
parcels are part of the University of Wisconsin—Oshkosh campus. The proposed development plan included
in this request includes use of the existing parking lot on the northern parcel, which was also approved in
2011 as part of a Privilege in Street(Resolution 11-39)and the development of the southern lot,which is
currently vacant but was the former location of the Deltox Rug Company/Reliance Warehouse.

ANALYSIS
Use
The PD request involves development of an alumni welcome and conference center that is being designed.
as a"front door" facility for the campus and will function as a gathering point for potential and existing
students, alumni, and occasional public gatherings as well as provide office space for the UW Foundation,
Alumni Relations and Admissions. The welcome and conference center will operate with core hours of
7:00 a.m. to 10:00 p.m.with occasional variations as required for larger conferences or gatherings. It is
anticipated that the facility will have approximately 40 employees/staff and between 50-200 visitors daily.
The PD request also includes continued use of the existing University owned parking facility providing
parking facilities for the welcome and conference center.
The proposed development's use is consistent with the City's 2005-2025 Comprehensive Land-Use Plan as
well as the 2010 University of Wisconsin-Oshkosh Master Campus Plan. Creation of the welcome and
conference center is advantageous to the city as it improves the quality of the University, enhances the
appearance of the campus and will help to attract visitors to the area and recruit students and faculty to the
university and city. Additionally,the proposed building and grounds improvements are physically
favorable as the new facility is aesthetically pleasing and is being designed using sustainable design
principles.
Site Design
The applicant proposes to construct an approximately 43-foot tall,two-story(41,500 gross square feet)
building with a building footprint of approximately 20,500 square feet,as depicted on the submitted plans.
The building is proposed to be orientated in such a way that the"front"facade is oriented to the northeast
facing the corner of Pearl Avenue and Wisconsin Street with south and north facades also containing
building access. Site improvements include a new driveway ingress/egress from Pearl Avenue, vehicle
drop-off lane leading from the existing parking lot/entrances to the building entrance, screened service
drive/loading area on the west side of the building, a large outdoor gathering/recreational area on the south
side of the building facing Steiger Park and river, internal pedestrian walk system, and multiple landscape
and planting areas. The approximate 5 acres of development area, at completion,will consist of 11 %
building footprint,43 %pavement and 46% greenspace.
The structure and improvements are placed to meet setback standards within the R-5 Zoning District with
the exceptions of the zero foot front(Pearl Ave)and side yard(south)setback of the existing parking lot
which are up to and in some cases over the lot line. The front yard setback and right-of-way encroachment
is addressed by a Privilege in the Street from 2011 but should also receive a base standard modification to
the setback standards along with the side yard. Staff is not concerned with the setback encroachments as
the parking lot is preexisting and will be required to be addressed when reconstructed. Additionally,the
two sites, though on separate lots, function as a single entity. A rear yard(west) setback encroachment is
also present that requires a base standard modification for the two parking stalls west of the loading area as
they are setback seven feet when 25 feet is required. This base standard modification is also not a concern
as the areas adjacent to the stalls are formerly vacated right-of-way and their presence impacts only
University property.
Access/Parking
Vehicular access to the parking area is proposed to utilize the existing driveway on Osceola Street and to
add a new class II driveway on Pearl Avenue. Additionally, a new service access driveway is proposed to
be provided off the southern end of Osceola Street to access the refuse enclosure and loading/service area.
Parking for the development will be provided by utilizing the re-striped 204 stall parking lot with internal
vehicle circulation enhanced by addition of a vehicle drop-off lane leading from the existing parking
lot/entrances to the building entrance. One concern of staff is the lack of parking facilities for bicycles at the

site. It is well established that many students utilize bicycle and"scooter"transportation and staff feels that
an area designated for the parking of these transportation forms is necessary at this type of facility.
Pedestrian access is provided in the form of sidewalks located on all sides of the building to the Osceola
Street public walk and to the parking lot. Staff recommends that the sidewalk be extended to connect to
Wisconsin Street and that a sidewalk be installed through the Osceola Street Driveway to provide clear and
defined pedestrian path/movement.
Lighting
Lighting and/or photometric plans are not included within the application material. However,the
application narrative states that the site lighting associated with the existing parking lot will remain and that
some additional accent lighting will be added for new pathways and landscaping but minimal building
exterior lighting will be part of the project. Site lighting plans meeting code standards will be required to be
submitted and approved during regular site plan review.
Signage
Formal signage plans have not been included with the submittal although wall signage and a small ground
sign is depicted on the elevation plans and the narrative states ground signs will be located near the Pearl
Avenue/Wisconsin Street intersection and at the proposed Pearl Avenue driveway. Since the campus is
located in a residential district, signage often becomes problematic because it is extremely limited. Past
practice has led staff to suggest a base standard modification to regulate building and ground signage for the
property as if it were in a C-1: Neighborhood Business Zoning District,which allows 10%wall area
signage and a larger amount of ground signage. This base standard modification has been used on multiple
campus sites/buildings and has been a great benefit to the University while not showing a negative impact.
on surrounding uses/areas. Staff recommends that this approach be utilized for this development with the
added conditions that ground signage is no taller then 15 feet and be architecturally compatible with the
building. Alternatively, if the Plan Commission feels the signage to be a sensitive topic, a formal sign plan
could be required to be brought back through Plan Commission and Common Council for approval as an
amendment to the PD.
Landscaping
A formal landscape plan has not been submitted with the proposal but the site plan depicts areas of
proposed perennials, shade and ornamental trees and evergreen shrubs/trees. The plan contains a note that
landscape design shown is schematic and may be adjusted to fit final screening and programming needs.
Based on past performance of University projects, staff believes that the landscaping will be designed in an
appropriate manner but points out that a landscape plan must be submitted for review and approved by the
Department of Community Development during typical site plan review. However, staff suggests that
landscaping around all mechanicals and surrounding the loading/service areas as well as the refuse
enclosure be designed to act as year-round screens. Additionally, staff would like to stress that the
appropriate and safe vision at vehicular driveways be maintained, especially at the proposed Pearl Avenue
driveway, possibly by utilizing"tiered"planting beds
Stormwater Management
A site grading plan, erosion control and stormwater management plan have not been included within the
application material. Erosion control, grading and stormwater management plans should be required to be
reviewed and approved by the Department of Public Works as a condition of approval.
Building
The structure is designed as a 43 foot tall two-story building with entrances on all sides but the formal
entrance vestibule on the east façade facing the corner of Pearl Avenue and Wisconsin Street. The exterior
building material is proposed to be almost exclusively brick with a stone base and windows as well as the
limited use of aluminum wall panels. It is accented with aluminum coping and aluminum covered columns.

The buildings extensive aluminum storefront window systems are clear glass,fritted glass and spandrel
glazing with many of the windows enhanced with brick soldier courses. The only accessory structure
proposed is the refuse enclosure located on the west side of the building. No details for the refuse
enclosure's design are included in the submittal and staff suggests that it be architecturally compatible with
the main building including the use of similar materials.
RECOMMENDATION/CONDITIONS
Staff believes the proposed Planned Development reflects the City's development and planning policies,
enhances the appearance of the area and is architecturally compatible with nearby and adjacent structures
lending to a positive contribution to the physical appearance of land uses and buildings in the community
and the campus.
The proposed development,with conditions,will meet the standards as set forth in Section 30-33: Planned
Developments. Staff recommends approval of the Development Plan as proposed with the following
conditions:
1) Base standard modification to allow the existing parking facility within the required front(Pearl
Ave)and side yard(south lot line) setbacks as depicted on the site plan, until the parking lot is
reconstructed.
2) Base standard modification to allow a seven foot rear yard setback for parking.
3) Parking facilities for bicycles are incorporated in the site design.
4) Sidewalk is extended to connect to Wisconsin Street and installed through the Osceola Street
driveway.
5) Base standard modification to regulate building and ground signage for the property as if it were in
a C-1: Neighborhood Business Zoning District with the added conditions that ground signage be no
taller then 15 feet and be architecturally compatible with the building, as approved by the
Department of Community Development.

The Plan Commission approved of the planned development as requested with conditions noted. The
following is the Plan Commission's discussion on this item.
Mr. Buck presented the item and reviewed the site and surrounding area and discussed the privilege in street
that was granted in 2011 for the parking lot. He also reviewed the UW-O Campus Master Plan and stated
that the request was consistent with said plan as well as the City's Comprehensive Plan. He reviewed the
site plan for the development and stated that hours of operation would be from 7:00 am to 10:00 pm and
would house 40 employees with 50-200 visitors daily. He further commented that the development meets
most required setbacks and reviewed the accesses for the site for both vehicles and pedestrians. He
discussed the number of parking stalls provided and commented that a condition was added to provide
bicycle parking in the site design. Formal lighting and landscaping plans have not yet been submitted but
will be required to meet code standards at the Site Plan Review Committee level. Stormwater management
plans have also not yet been submitted but will require approval by the Department of Public Works. He
also reviewed the elevations for the structure and although signage plans have not yet been submitted, staff

was recommending a base standard modification to regulate the signage for the property as if it were in a C-
1 Neighborhood Business Zoning District. He also reviewed the conditions recommended for this request.
Mr. Thorns questioned what was located in the parking and greenspace area to the south side of the
proposed development.
Mr. Buck responded that it was City park area with an associated parking lot.
Mr. Bowen requested clarification of the trail area near the site.
Mr. Buck displayed on the map the location of the trail area.
Mr. Cummings inquired when we will see the material design and colors for the structure.
Mr. Buck replied that we have not requested this type of detail in the past but we could start to review these
things in greater detail if the Commission felt necessary.
Mr. Borsuk questioned if these types of details were in the Plan Commission's purview to review.
Mr. Burich indicated that a planned development has the ability to look at architectural design under those
guidelines however in the past items were not usually reviewed at that level unless there was a specific
request or concern.
Mr. Borsuk questioned why the two parcels were not required to be consolidated and where Carl Steiger
Park ends. He also felt that the landscaping should be heavier on the Wisconsin Street side.
Mr. Burich responded that they were not consolidated as the property owners of the two parcels were not
identical and displayed the parameters of the park on the map. He also explained that the landscaping issue
would have to be addressed at some point when the parking lot was being reconstructed.
Mr. Bowen read an excerpt from the application materials and stated that it sounded like the parking lot
work may be considerable.
Mr. Buck indicated that the parking lot work was considered to be maintenance only according to City
standards.
Art Rathjen,University of Wisconsin Oshkosh Foundation, stated that they do not have any issues with
suggestions from staff and the formal landscaping plan will have greater detail and will address some of the
concerns mentioned. He also commented that the State of Wisconsin owns the parking lot which was why
the two parcels could not be combined and that the Welcome Center will serve as the new front door to the
campus. He indicated that the building will be constructed with a brick style similar to Sage Hall and will
be aesthetically attractive.
Mr. Thorns inquired if energy efficiency features would be included as with some of the previously
constructed buildings on campus.
Mr. Rathjen responded that energy efficiency features would be included and the structure will meet gold
standards however they may elect not to be certified. He also described the offices to be housed in this
building.
Mr. Burich questioned if there were any plans for activities to be held in the greenspace area.

Mr. Rathjen indicated that there were no plans to utilize this area for activities but it was planned to be used
for passive space only.
Mr. Cummings commented that the Commission has discussed raising the bar in architectural trends in the
past and felt that this development met the standards for riverfront development.
Motion by Vajgrt to approve the planned development for construction of an Alumni Welcome and
Conference Center at the southwest corner of Pearl Avenue and Wisconsin Street with the following
conditions:
1) Base standard modification to allow the existing parking facility within the required front(Pearl
Ave) and side yard(south lot line)setbacks as depicted on the site plan, until the parking lot is

Dear Community Development Staff:
On behalf of the University of Wisconsin Oshkosh Foundation, we are submitting the
following applications and other documentation for the new Alumni Welcome and
Conference Center:
• Conditional Use Permit
• Check for Conditional Use Permit Fee - $300

• Site Plan —2 copies full size, 2 copies 11"x17"
• Building Elevations and Rendering — 2 copies full size, 2 copies 11"x17"
• CD containing Site Plan Sheet C200, rendering, and building elevation plan
sheets in digital format.
Proposed Use of the Property:
This project will consist of a new two-story alumni welcome and conference center that
will provide the University with a signature front-door facility for the campus. This facility
will function as a gathering point for potential new students, existing students, alumni,
and occasional public groups. UW Oshkosh Foundation offices will also be relocated to
this building. The structure and all supporting building services and systems will be
entirely new construction. The project is being designed using sustainable design
principles and with the possibility of pursuing LEED Certification. Numerous energy
efficient building systems and environmentally friendly site/landscape design features
will be implemented potentially including biofilters. The building and site will be designed
to meet current accessibility standards. Environmental Site Assessments have been
completed for this property.
Existing Use of the Property:
The existing property is currently vacant with grass ground cover. The site was
previously occupied by the Deltox Rug Company/Reliance Warehouse. Those buildings

and related facilities were demolished in 2008. The site is currently zoned R-5PD
Residential District with Planned Development overlay by the City of Oshkosh.
Structures On and Adjacent to the Property:
Currently, there are no buildings on the property. All structures and pavement
associated with the Deltox Rug Company/Reliance Warehouse were demolished in
2008. The parcel to the northeast is occupied but a University of Wisconsin Oshkosh
surface parking lot. The parcel to the northwest is occupied by the University of
Wisconsin Oshkosh Student Recreation and Wellness Center. Finally the parcel to the
southwest is the City of Oshkosh Carl E. Steiger Park facilities and parking lot and is
also occupied by the Wiouwash State Trail.
Facility Occupants:
The new facility will provide new meeting and conference space for students, alumni,
faculty, and rental use by the general public. Office space will be provided for the UW
Oshkosh Foundation, Alumni Relations, and Admissions. The daily occupants will
mainly travel to the facility by car with a portion arriving on foot or bicycle. During larger
conference events, attendees will travel primarily by personal vehicle or shuttle from the
downtown lodging location provided by the University. Anticipated maximum use
occupant information is as follows:
Daily Staff/Employees: 40 +/-
Daily StudentsNisitors: Variable 50-200 +/-
Maximum Conference Capacity: 600 +/-
Proposed Facility Statistics:
Total Floor Area: 41,558 gross square feet (2 levels)
Building Footprint: 20,428 square feet (0.47 Acres)
Landscape Area: 88,717 square feet (2.04 Acres)
Parking Area: 204 stalls provided in adjacent existing parking lot
83,477 square feet (1.92 acres)
The required front and rear yard building setback is 25 feet and the side yard setback is
10 feet. That standard is met for the structure in all cases.
Signage will be located on the parcel near the Pearl Avenue/Wisconsin Street
intersection. Signage will also be located adjacent to the proposed Pearl Avenue
driveway.

The building height of 43'-0" is within the allowable height for an R-5 district of 45 feet.
Effects on Adjoining Property:
This project will result in a new central facility for the University that will perform critical
functions for existing and prospective students and well as returning alumni. The
building and adjacent improvements, along with the downtown hotel/lodging facility, will
greatly enhance the character of the area and be a significant draw for visitors to the
area.
The building will have a number of exterior enhancements including brick and exterior
concrete or stone. The area immediately surrounding the building will be pedestrian
walkways and an exterior plaza space bordered with vegetated and landscape plantings.
The site has ample area green space surrounding the building that will add vertical
character to the site through berming and shaping of the terrain. As a university facility
within a campus environment and adjacent to the commercial area along Wisconsin
Street, the effects on the adjoining property will be positive and consistent with the
character of the area.
The proposed building will operate with core hours of 7:00 AM to 10:00 PM with
occasional variations on both ends of this time frame as required by larger conferences
or gatherings at the facility.
Surrounding Land Uses:
The site is bounded on the northwest and northeast by University property and other
campus buildings. Southwest of the site is the City of Oshkosh Carl E. Steiger Park and
the Wiouwash State Trail. Southeast of the site across Wisconsin Street are commercial
developments. The surrounding land uses for those areas are similar to this facility.
Compatibility with Proposed Use:
The project site is partially bounded by University property of similar use and
construction and will fit the intent of the Campus Master Plan. The green space,
pedestrian walkways, and plaza area will blend with the adjacent public park and trails.
The draw of visitors to this facility will be supported by and add to the commercial
viability of the existing commercial developments.
Traffic Generation:
At the completion of construction, during normal day to day operations, the effect should
be minimal and comparable to the existing use of the University owned parking lot.

There will be a periodic increase of automobile traffic during larger events at the facility
by entering and exiting users. Deliveries will occur primarily in the early morning and will
be minor for normal operations. During larger events at the facility, some increased
delivery traffic is expected to support the events.
Site Lighting:
The existing University owned parking lot to the northeast of the site will provide the
parking facilities for this building. The site lighting associated with the existing lot will
remain. Some additional accent lighting will be added for new pathways and
landscaping. Minimal building exterior lighting, if any, will be part of the project. The
lighting plan is currently in development and a site lighting plan with associated
photometrics will be submitted at a later date upon completion. The site lighting for the
new building will comply with the City of Oshkosh code requirements.
