PURPOSE: ACCEPTANCE OF THE REVISED OSHKOSH TRANSIT
SYSTEM FARE STRUCTURE
INITIATED BY: TRANSPORTATION DEPARTMENT
RECOMMENDED BY: TRANSIT ADVISORY BOARD
WHEREAS, the Federal Transit Administration provides financial assistance for
capital improvement projects and transit operating assistance; and
WHEREAS, the Secretary of Transportation is authorized to make grants for the
above types of mass transit projects; and
WHEREAS, the Federal Transit Administration has imposed certain planning
requirements to be completed prior to route and fare modifications; and
WHEREAS, the Transit Advisory Board has afforded the opportunity for interested
persons and agencies to be heard with respect to the social, economic and environmental
aspects of this project; and
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the following modifications to the Oshkosh Transit System fare structure,
effective January 1, 2013, be adopted.

RE: APPROVAL OF NEW REDUCED FARE PUNCH PASS FOR SENIORS
AND DISABLED PASSENGERS ON OSHKOSH TRANSIT SYSTEM
At the August 15, 2012 meeting,the Transit Advisory Board recommended a change to the fare
structure on our fixed route bus service.
One recommendation from the 2011 Transit Development Plan is to develop a discounted punch
pass for elderly and disabled passengers. The punch pass allows a passenger to pre-pay (without
discount) for 20 fares. Currently, a punch pass is available only for the normal cash fare ($1.00
on City routes). This reduces requirements for handling cash, and thus provides some
convenience. The TDP suggested instituting a similar pass for elderly and disabled passengers,
who are able to pay a half-fare ($0.50 on City routes). Following the similar pricing scheme, the
elderly and disabled punch pass would be $10.
The discounted punch pass would be based off the standard punch pass, with an added sticker
denoting that it is for elderly or disabled users. The passenger would need to show an ID with the
pass,just as they currently show an ID to receive the discounted elderly and disabled fare.
The primary difficulty with implementing this fare program is administrative, not financial.
Creating this new type of punch pass will increase the tracking requirements for our drivers.
Even so, it may be worth a try to see whether the improved convenience for passengers
strengthens our elderly and disabled ridership numbers.
