ON THE WATER
MEMORANDUM
DATE: August 23, 2012
TO: Honorable Mayor and Members of the Common Council
FROM: Mark A. Rohloff, City Manager
RE: Environmental & Engineering Services Related to Upgrade of the Central Garage
The Department of Public Works has utilized AECOM (former STS Consultants) for various
environmental & engineering needs at the Central Garage. Additional engineering services are
required to assist with the development of the plans and specifications for the new facility.
The following services are included in this agreement relative to the existing Central Garage
property and building: compile existing geotechnical/ environmental subsurface information,
complete additional soil borings with laboratory analysis & geotechnical engineering report,
conduct soil probes for subsurface environmental evaluation, complete asbestos & lead paint
survey, and obtain various environmental permits. The cost of these services is estimated to be
$61,200 and funding is included in the Property Improvements Section of the Capital
Improvement Program. We anticipate that the results for these various tests will require the
need for additional engineering services. These additional services would also be scheduled for
Common Council consideration as required.
Chapter 12 of the Municipal Code provides that professional services of a specialized nature,
including engineering services, may be approved by the City Manager without the use of formal,
sealed quotes. In accordance with Section 12-16 of the Code, I am hereby submitting this
report regarding this professional services agreement.
Please contact me if you have any questions concerning this agreement.
