HomeMy WebLinkAbout20. 12-426 AUGUST 28, 2012 12-426 RESOLUTION (CARRIED________LOST____1-5____LAID OVER________WITHDRAWN________) PURPOSE: ACCEPT RECOMMENDATION FROM THE SUSTAINABILITY ADVISORY BOARD TO BUILD THE NEW CENTRAL GARAGE TO THE HIGHEST POSSIBLE LEED CERTIFICATION INITIATED BY: PUBLIC WORKS DEPARTMENT WHEREAS, on April 24, 2012 the Common Council approved the 639 Witzel Avenue site for construction of a new central garage facility; and WHEREAS, on August 15, 2012 the Common Council approved the design of the new central garage facility at 639 Witzel Avenue; and WHEREAS, pursuant to Section 62.23(5) of the Wisconsin Statutes, the Sustainability Advisory Board on April 2, 2012 reviewed and discussed the proposal to construct a new central garage facility at 639 Witzel Avenue; and WHEREAS, the Sustainability Advisory Board on April 2, 2012 recommended, by a vote of 7-0, that the Common Council build the new central garage to the highest possible LEED certification. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the new central garage shall be built to the highest possible LEED certification, and that the City Department of Public Works and the City Administration are authorized and directed to undertake all necessary tasks with the purpose of constructing the City’s new central garage to the highest possible LEED certification, with the understanding that further specific reviews and approvals of the new central garage will be submitted as required by Wisconsin Statutes, and the City of Oshkosh Municipal Code and policies. Patek, Director of Public Works be.e DATE: August 23, 2012 RE: Accept Recommendation from the SAB to Build the New Central Garage to the Highest Possible LEED Certification BACKGROUND LEED (Leadership in Energy & Environmental Design) provides a procedure for identifying and implementing measurable green building design, construction, operations, and maintenance. The LEED Certification process has third-party verification that a new building was designed and built to achieve high performance in human/environmental health, sustainable site development, water savings, energy efficiency, material selection, and indoor environmental quality. After completion of construction, the LEED procedure also establishes a certification analysis for operation and maintenance practices. ANALYSIS The SAB motion to "build the new central garage to the highest possible LEED Certification"was made at their April 2nd meeting. Since that time, the Department of Public Works and Kueny Architects have met with the SAB at their June 4th and August 6th meeting. Topics discussed at those meetings include life cycle cost analysis, performance contracting, wind-solar energy, biodigester heat, windows, landscaping, biofilters, permeable pavement, green roofs, storm water, grey water, CNG, reuse of materials, and geothermal energy. Information has also been received from UW-Oshkosh. Per Planning Director JoAnn Rife, their building construction is"not mandated to be registered for LEED but mandated to be built to the DOA/DSF guidelines which are basically LEED Silver". Rife also indicated that UW-O is submitting applications for LEED Certification and the Student Success Center was recently approved as LEED Silver. Jon Wallencamp from Kueny Architects is comfortable that the various features being included in the Central Garage construction would qualify our project for LEED Silver certification. FISCAL IMPACT The initial commissioning fee for LEED certification will range from $20,000 to $50,000. The ongoing certification fee for operation/maintenance would range from $7,000 to $20,000 every five years. RECOMMENDATIONS The Department of Public Works is comfortable with a directive to build the new Central Garage to LEED standards. If certification is desired by the Common Council, we would work with Kueny Architects to get the proper approval. Approved: �r ' / Mark Rohloff City Manager
