PURPOSE: AMEND SPECIAL ASSESSMENT POLICY RELATIVE TO
PRIVATE SUMP PUMP PIPE CONNECTIONS
INITIATED BY: PUBLIC WORKS DEPARTMENT
BE IT RESOLVED by the Common Council of the City of Oshkosh that the
following amendment to the Policy for Special Assessments is approved:
From Page 8, Section V Storm Sewers/Section C – Waiver of Fees/ Item 1:
Delete:
1. All fees for plumbing permits necessary for the connection of sump pump
drains to existing storm sewer systems, existing storm sewer laterals, and
special (“mini”) storm sewers are hereby waived for the property owner.
These plumbing permit fees shall be paid by the City of Oshkosh
Stormwater Utility.
Replace with:
1. All fees for plumbing permits necessary for the connection of sump pump
drains to existing storm sewer systems, existing storm sewer laterals, and
special (“mini”) storm sewers are hereby waived for the property owner if
the private property connection is completed in the same calendar year as
the public contract construction of the storm sewer lateral. These
plumbing permit fees shall be paid by the City of Oshkosh Stormwater
Utility.
BE IT FURTHER RESOLVED that these changes shall be effective for all
projects beginning on or after the date of passage and publication of this resolution.

RE: Amend Special Assessment Policy Relative to Private Sump Pump Pipe
Connections
BACKGROUND
The Common Council revised this section of the Special Assessment Policy in December of
2010. That change clarified the requirement that a licensed plumber is required to install piping
to connect the sump pump pipe at a building to the storm sewer lateral installed in the public
right-of-way (ROW). That revision also clarified that the waived plumbing permit fees would be
paid by the Stormwater Utility.
ANALYSIS
The Plumbing Inspectors have requested a further clarification regarding the plumbing permit
fee. As an incentive to property owners to finalize their storm sewer connection, we are
proposing to clarify that the waiver of permit fees will only apply when the private property
connection is completed in the same calendar year as the special assessment storm lateral
construction in the public ROW.
FISCAL IMPACT
The waived plumbing permit fees will continue to be paid by the Stormwater Utility.
RECOMMENDATIONS
I recommend approval of the proposed amendment to the Special Assessment Policy.
